Motion by Chair Nixt, seconded by Commissioner Brauer, to table this item until the November
2007 Planning Commission meeting to allow the applicant to work with staff on noise levels and
abatement, and to consider the need for a work session to happen between the applicant, Planning
Commission and City Council.
Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Cleveland, Hunt, Trites
Rolle, and Van Scoy. Voting No: None. Absent: Commissioner Levine.
Chairperson Nixt stated he would like to continue the public hearing until the November 2007
Planning Commission meeting. Commissioner Brauer was the second to the motion to close the
public hearing and he agreed for the continuance.
Case #2: Request for a Home Occupation Permit; Case of Mary Toso
Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:31 p.m. in
order to call the public hearing to order.
Public Hearing
Chairperson Nixt called the public hearing to order at 8:34 p.m.
Presentation
Associate Planner Geisler stated that the City received an application from Mary Toso for a home
occupation permit to operate a bed and breakfast in her home located at 7822 142' Avenue NW.
The second floor of the Toso home has two bedrooms and a sitting area, which would be used by
guests of the bed and breakfast. The owners' suite is on the first floor, along with the kitchen and
dining areas, which would be open to guests. The business could accommodate a maximum of
four guests at one time. No outside employees would be involved in the bed and breakfast
operations.
City Code restricts home occupations to 20% of the gross floor area of the home. The home is
about 4,100 square feet in size. The upper floor is about 800 square feet, or about 19% of the
gross floor area. The applicant has a circular drive, with sufficient space to accommodate guest
vehicles.
Associate Planner Geisler stated the applicant is considering having a small sign at the end of her
driveway to indicate the guests are at their destination and is requesting a 2' by 3' sign, and to
permit that they would need to include that as a specific term in the Home Occupation Permit.
Staff recommends approval of the request for a home occupation permit.
Citizen Input
Planning Commission /October 4, 2007
