Motion by Acting Chairman Hetland and seconded by Commissioner Prall to recommend that park <br />dedication be satisfied by land as stated in the landscape architect's review of June 1, 1989 and <br />with a 35 foot easement along the southern end of the property with the possible exchange of <br />property. <br /> <br />Motion carried. Voting Yes: Acting Chairman Hetland, Commissioners Lokker, Prall and <br />Johnson. Voting No: None. Absent: Commissioners Rustad and Shumway. <br /> <br />Case #3 Review of Draft Sidewalk and Trailway Ordinance <br /> <br />Merland Otto reviewed the proposed sidewalk and trailway ordinance with the Commission. He <br />told the Commission that they have to decide what is a sidewalk and what is a trailway. If a <br />sidewalk goes into a development the developer should not get credit for park dedication due to <br />the fact that under the subdivision ordinance the City has the right to tell a developer where <br />they want a sidewalk. <br /> <br />Acting Chairman Hetland asked what the purpose of the sidewalk and trailway ordinance was. <br /> <br />Merland Otto told him that it is to clarify that sidewalks are not part of park dedication and also <br />to deter pedestrian traffic on the roads. <br /> <br />Acting Chairman Hetland asked if the ordinance they were reviewing was enforceable as it reads. <br /> <br />Merland Otto told the Commission that the ordinance in the agenda is almost work verbatim with <br />the ordinance in Champlin. <br /> <br />Commissioner Lokker expressed his feelings that this issue should go to the City Council. <br /> <br />Merland Otto told him that he wants to get some input from the Park and Recreation Commission <br />as well as the Planning and Zoning Commission before taking the sidewalk and trailway <br />ordinance to the City Council. <br /> <br />Case #4 Development of Tot Lot/Playqround at River's Bend Park <br /> <br />Merland Otto asked the Commission to look at some of the park equipment catalogs he brought and <br />to decide which pieces they would like for each park. <br /> <br />Acting Chairman Hetland recommended that for River's Bend Park the City get set up #8746 for <br />$6,600, and for Titterud and Autumn Heights Park they get set up #8742 for $2,200 each, <br />those present agreed. <br /> <br />COMMISSION INPUT <br /> <br />None. <br /> <br />PARK AND RECREATION COMMISSION/JUNE 8, 1989 <br /> Page 3 of 4 <br /> <br /> <br />
