Merland Otto informed the Commission that he recommends satisfying park dedication with cash <br />in the amount of $1,596.00. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Rustad to recommend that <br />$1,596.00 be required to satisfy park dedication requirements for Becker Rolling Pines <br />Addition. <br /> <br />Motion carried. Voting Yes: Acting Chairman Hetland, Commissioners Prall, Lokker, Johnson <br />and Roselle. Voting No: None. Absent: None <br /> <br />Case #3 <br /> <br />I)i~cus$ p~destrian cro~sina on St. Franci~ Blvd. (Hwy. 47) to give <br />access to River's Bend Park. <br /> <br />Merland Otlo explained that the residents are looking for help from the Parks Commission and <br />Council to get traffic signals arid a pedestrian crossing at Highway 47 and County Road 116 and <br />Highway 47 and 142nd Avenue. <br /> <br />Vicki Violet - 5304 - 143rd Avenue N.W. - Stated that her main concern is the safety of <br />children and pedestrians crossing Highway 47. She feels there is an urgent need for the signal. <br /> <br />Mr. Otto explained the Cily doesn't have a lot of control when it comes to traffic lights; <br />placement of them is up to MnDOT and the County. County Road 116 and Highway 47 will be <br />signalized eventually. City Council is contacting Representative Lynch and Senator Dahl for <br />support in getting those signals installed prior to or during Rum River Bridge construction. <br />Most likely, 142nd Avenue and Highway 47 will not be signalized because of the proximity to <br />County Road 116 and Highway 47. <br /> <br />Joan Oellien - 5295 - 142nd Lane N.W.- Asked about the 8 foot pedestrian bridge for River's <br />Bend Park. <br /> <br />Mr. Otto replied that the plans for a pedestrian bridge have been dropped. <br /> <br />It was recommended that the idea of off road bike paths be brought to the Council and the County <br />as the Anoka residents would benefit from it too. <br /> <br />Joan Oellien - Asked if the community could provide assistance in the way of labor for pathways. <br /> <br />Mr. Otto informed Joan Oellien that in this case, donation of labor would probably not be <br />acceptable, but to please leave name and number and if something comes up citizens could help <br />with, they would be informed. <br /> <br />Discussion ensued regarding other parks and walkways, etc, and initiating a petition for the <br />signal 1o be erecled very soon at Highway 47 and County Road 116. Mr. Otto explained that if <br />City Council, Planning and Zoning and Park and Recreation Commission all take action, the <br />installation of signals may be expedited. <br /> <br />PARK AND RECREATION COMMISSION/SEPTEMBER 14, 1989 <br /> Page 3 of 5 <br /> <br /> <br />
