Case #4: Request For Sketch Plan Review Of Stanhope Terrace; Case of Marie Skiba: Tom and Marie S 'kiba were present requesting sketch plan review of the proposed Stanhope Terrace. The Commission reviewed the sketch plan and discussed the need for an access to the north, planning for controlled traffic flow through coordination of streets with existing and future surrounding development and a variance to cut~de-sac length. Commissioner Deemer and Mr. Banwart were of the opinion that the proposed plat could be reconflgured to eliminate the need for a variance to cul-de-sac length. The Commission suggested that the Skiba's contawl the owners of adjacent undeveloped land to coordinate plans for su-eet alignments. Motion by Commissioner Bawden and seconded .by Commissioner LaDue to grant a variance to cut-de-sac length in the proposed subdivision of Stanhope Terrace. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, Deemer, Bawden and Shumway. Voting No: None. Absent: Commissioner Ten'3,. Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to approve the sketch plan for Stanhope Terrace; recommend that the developer proceed to preliminary plat stage; and direct the developer to reconfigure street alignments to provide an access to the north, align with Juniper Ridge Drive to the south and coordinate with future plans for undeveloped surrounding property. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, Bawden, Deemer and Shumway. Voting No: None. Absent: Commissioner Ten3,. Case #5: Request For Sketch Plan Review Of Rum River Bluff Addition; Case Of Jack Miller: Mr. Jack Miller, and his engineer Greg Frank, were present requesting sketch plan review of Rum River Bluff. Mr. Frank noted that the intent of designing the plat with cul-de-sacs is to maintain this as a somewhat private subdivision without a lot of interface with surrounding subdivisions. The developer has been negotiating park dedication requirements with the Park Commission; the discussion has looked at the possibility of dedicating some private and public open space, including an island. The Commission reviewed the sketch plan and the City En~neer's report dated October 31, 1989. Commissioner Hendriksen noted that streets in Stanhope River Hills and Rum Acres Estates were constructed to the property boundaries of the proposed Rum River Bluff for cohesive future development in this area and those plans should be inte~ated into the Rum River Bluff plat. Commissioner Hendriksen also noted that private park areas create problems for the City when the benefitting residents approach the City for public funds to make improvements to their private parks.
