Bob Prunty - 4720 153rd Lane - Inquired as to why the parking lot for the park has be
adjacent to his back yard. He also was concerned that file smaller lot sizes are indicative of
the types of homes that wil! ~ built in the proposed plat.

Greg Frank - Disagreed that less expensive homes are built on smaller lots.

Bob Prunty - Inquired as to the grade of housing the developers have been involved with.

Greg Frank - Replied that the property owner developed Rum Acre Estates.

Chairman Zimmerman noted that the purpose of the public hearing is to discuss tile
proposed land use and platting, not the types of homes that will be built in this area. In
addition, these lots will be expensive and it doesn't make sense to buy expensive lots for
minimum homes.

Commissioner Shumway noted that ti~e park dedication for Rum River Bluff has not .','et
been finalized and the plat will be going back to the Park Commission for that purpose.

Bob Prunty - Stated that he feels the size of the lot affects the cost and the cost of the lot
affects the price of the home to be built on it. Stated that he has a 2.5 acre lot and he feels
the homes built in Rum River Bluff will be of lesser value if there isn*t a covenants
establishing a minimum home pr/cc in the plat.

Les Miller - Stated that it is his intention that the homes built in Rum River Bluff will be
comparable to those built on Juniper Ridge Drive.

Deborah Prunty - Stated that there is a rush to make a decision by January 1, 1990 without
a lot of citizen input. As far as she knows, this is the first public hearing where residents
have a chance for input. Stated that she paid a lot of money for a 2.5 a~e lot and now there
will be one acre lots backing up to it. Stated that her home is valued at $250,000 and
constructing a $100,000-$150,000 home next to it will reduce the value of her home. She
also stated that taking useless flood land into consideration when calculating overali average
density does not make sense.

Dorothy Stadfelt - 15111 Juniper Ridge Drive - Inquired as to who owns the island and if
there are any other City park lands along the Rum River.

Chairman Zimmerman replied that Jack and Les Miller own the island and the City does
have other park lands along the fiver.

Commissioner Deemer proceeded to point out on a map the other City owned park land
along the fiver.

Upon inquiry, Greg Frank informed Commissioner Hendriksen that if the island acreage
were excluded from the caluclations, the proposed PUD would still meet the one unit per
2.5 acres density requirement.

Vicld - 4760 153rd Avenue N.X,\', - Stated that the developers indicate that the acreage totals
60 acres; she checked at the co~.arthouse and the), sa), the acreage is 32.5.

Planning & Zoning Commission Public Hearing/December 5, 1989
Page 2 of 3
