Case # 1: <br /> <br /> MISSISSIPPI TRAIL CORRIDOR UPDATE <br />Mark S. Banwart, Community Development Director <br /> <br />Bncl:ground: <br /> <br />During the platting process for Bulow's Addition and Riverview Estates Addition, numerous <br />events have occurred dealing with dedication for a trail corridor which will run along the <br />Mississippi River throughout the breadth of the City of Ramsey. Metropolitan Council has review <br />authority and regional planning responsibilities and has indicat~ that there should be a regional <br />n-ail corridor which runs parallel to the Mississip[" River. Anot:a County Parks Department would <br />be the eventual owners and provide the maintenance of the trail. The Environmental Quality Board <br />has an intercst in development in the Critical Rivers Corridor, until which time, the City of <br />Ramsey's Critical River Corridor Overlay Ordinance is approved by all other agencies. The United <br />States Department of the Interior National Park Sen, ice has been directed by Congress to establish <br />a National Park along the Mississippi River (including Ramsey). Last but most importantly, the <br />CiO' of Ramsev is ensuing a program of establishing a well def'med parks and trail system. <br /> <br />In addition, Ramsey is seeking Metropolitan Council approval to extend its Municipal Urban <br />Sen, ice Area (MUSA) boundaries and elinfinafing the i in l 0 acre housing density requirement. <br /> <br />During the month of December, the City received responses from Anoka County Parks <br />Department, Metropolitan Council, and EQB recommending denial of final plat approval for <br />Bulow's Addition and Riven, iew Estates Addition, until which time, the City uses a 30 foot trail <br />corridor standard. <br /> <br />CiLy Council requested and received a map from staff detailing the corridor area (parcel by parcel). <br />On December 27, 1988, the Council directed a number of changes to the corridor map and directed <br />staff to contact the various concern~ agencies and solicit a change in their ¢osifion pursuant to the <br />proposexi mail corridor map.
