Mr. Otto proceeded to review City Staff's proposal for justifying expansion <br />of Kamsey's urban area. (See Attachment I) <br /> <br />Mr. Hartley ~tated that Metro Council has indicated ~hat they would be <br />agreeable to expanding Ramsey'~ urban area by 100 acres; Ram~ey is <br />requesting an expansion of approximately 400 acre~. <br /> <br />Er. Tom Patchen - 5?00 148th Lane - Inquired why gamsey s is requesting <br />expansion of the urban area. <br /> <br />Mr. Hartley stated that Rsmsey is attempting to define an appropriate level <br />of ~SA boundary based on what is likely to happen, prepare a plan and have <br />that plan approved by other agencies. There is also some desire by <br />developers to expand the urban area to meet customer demands. <br /> <br />Mro Tom Patchen - Stated that 5 )'ears ago the City forced sewer and water <br />into F. amsey and told the residents they would not have the services for P0 <br />years; now they are projected to have it in 1991. <br /> <br />Mayor Reimann noted that sewer and water was not forced into Ramsey; the <br />City worked and planned for over 10 years to get the services to Ramsey's <br />bounds.'%' and the area it was intended to serve. <br /> <br />Mr. Hartley noted that the policy City Council has set has been that these <br />utilities are not et:tended where residents do not want utilities and <br />considerable effort has been taken to keep people in those areas informed <br />about what is happening. <br /> <br />Tom Patchen- Inquired if the objective is to get sewer and water to City <br />Es!! and ~amsey Elementary School. <br /> <br />Mr. Ear=!ey sta~ed that getting sewer and water to the City Hall and school <br />is certainly not :he objective in ezpanding :he .~?CSA boundary. <br /> <br />Commissioner Hendriksen stated that Planning and Zoning takes into <br />considers:ion the consistency of developmen~ with surrounding areas and <br />chose nc= to include some of .the proposed development areas in the request <br />for ..~SA boundary at:pension; inquired as to why =hose areas are still <br />included in the expansion request. <br /> <br />~-.... 0ute replied that urban development between tm-al, a-ecs, can be <br />ac¢c--__p!ished; :he properties in c. ue.tion~ l~_e wi:bin :he u_~=inate urban <br />~e~. <br /> <br />James ¥~artin - Requested that his property be included in :he proposed <br />~SA expansion bezause if %he Ci=y is fcrzunate enough :o ge: a Mi~slssippi <br />Eiver cros~ing i= :his area, :he property would have :o be in the MUSA <br />bounda~- :o qualify for funding. <br /> <br />Er.
