in order to get sewer and water to the property. Residents of Rum Acres did not expect that
Outlot B would never be developed, but they did think it would be developed in a like fashion to
Rum Acres. Ms. Damyanovich requested that Outlot B not be approved with lots 1/3 acre in
size.

Chairman Zimmerman noted that the purpose of the public hearing is hear comments regarding
whether Outtot B should be in the MUSA boundary, not the size of lots that should be allowed.

Sue Damyanovich - Stated that if Outlot B is included in the MUSA boundary, it will be eligible
for lots 1/3 acre in size.

Dorothy Stadfell - Inquired if city water services could draw down the water table and intedere
with the functioning of nearby private wells.

Mr. Raatikka replied that sewer and water construction in this particular area would not
require dewatering and water tables would not be affected.

Dorothy Stadfelt - Inquired if installation of another municipal well could draw down the water
table.

Mr. Raatikka replied that the radius of influence for municipal wells is about 1/4 mile; no
affect to Rum Acres is anticipated,

Jean Schlueter - 15011 Juniper Ridge Drive - Stated that she is opposed to Outlot B being
included in the MUSA boundary at this time; that Council and Planning and Zoning should put
every effort into encouraging development in the current urban service area and then expand
the MUSA boundary.

Mr. Otto stated that the city issued 190 building permits in 1988 and 45% were in the urban
service area. It is estimated that there are currently 90 lots remaining in the existing MUSA
area. Owners of vacant land in the existing MUSA area are not interested in developing their
land at this time. With a one year reserve of vacant lots, it is prudent to consider expanding the
MUSA boundary.

ADJOURN

Motion by Commissioner Shumway and seconded by Commissioner Terry to adjourn the public
hearing.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, Howell,
Shumway and Terry. Voting No: None. Absent: Commissioner Holm.

The public hearing adjourned at 8:25 p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

Community Development Director

P!mnning & Zoning Cor~mission ~°ub!ic Hearing/Janua-~ 3, 1989
Page ~ of 3
