Mr. Banwart noted that the proposed plat has been forwarded to the County and DNR for <br />review; Ramsey City Staff recommendation at this time is to table action on the plat until a <br />response has been received from those two groups. <br /> <br />Ron Ross - Stated that he can hit water by digging less than 5 feet deep in his back yard. <br /> <br />Mr. Berg stated that Wildwood is planned to drain to the south. <br /> <br />Jim Wood - 8230 173rd - Stated that he recalls that the soils are too ,,,,'et to accommodate <br />street construction. <br /> <br />Mr. Berg stated that DNR is researching the plat; the City is requiring Wildwood to connecl <br />to 176th in Countryside Estates; if DNR denies that street alignment because of poor soils, <br />then an ahemate access will have to be found. <br /> <br />Doug Pries - 17511 Gibbon - Stated that there have been times when the holding pond has <br />encroached almost up to his house; he was forced to install a mound septic system; inquired <br />as to what guarantee he has that the Wildwood development won't cause his basement to <br />flood. <br /> <br />Mike Rishavy - 8060 176th - Inquired as to the number of acres in Wildwood, the zoning, <br />number of acres that are in the flood plain. <br /> <br />Mr. Berg stated that the plat consists of 80 acres; the property is zoned R-1 Rural <br />Residential which requires a minimum of 2.5 acres per unit; approximately 15 acres is in <br />the flood plain and that acreage can be incoporated into the lots. <br /> <br />Mike Rishavy - Stated that he installed a new drainfield in 1988 and so did several of his <br />neighbors; drainage is a crucial issue to be addressed before the Wildwood plat is approved. <br />Unless he is provided with specific information stating that the water table can handle file <br />additional runoff, he is going on record as being opposed to Wildwood. <br /> <br />Commissioner Shumway stated that the Planning and Zoning Commission is not in the <br />habit of approving plats that will drain onto somebody elses' property; the plat of <br />Wildwood is being reviewed by DNR and engineers for input as to how it can be <br />developed without impact surrounding properties. 'Wildwood will be given considerable <br />more consideration than just tonight's meeting before it is approved. Commissioner <br />Shumway suggested that residents contact Ci~, Hall to find out dates and times of meetings <br />where the Wildwood plat will be discussed. <br /> <br />Shaft Thole - 17440 Gibbon - Stated that residents were provided limited information <br />regarding the proposed plat of Wildwood; she wants to be sure the residents will be kept <br />informed of DNR and engineering findings. Ms. Thole stated that she obtained more <br />information regarding the plat at City Hall; this information is supposed to be public <br />information but one of her neighbors was told she would be charged for copies of the <br />information. <br /> <br />Mr. Banwarr explained that the public hearing notice was published in the official <br />newspaper and posted at City Hall; mailings were sent to residents near the proposed plat. <br />Mr. Banwart also noted that there is a City policy of charging $.20/copy which he did not <br /> <br />P&Z Public Hearing/February 7, 1989 <br /> Page 4 of 5 <br /> <br /> <br />
