PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, <br />March 7, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Waste Management of Minnesota, Inc.'s request for a conditional use <br />permit to operate a waste tire processing/manufacturing facility on industrially zoned <br />property. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Michael Terry <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br />City Attomey William Goodrich <br />City Administrator David Hartley <br />Merland Otto/Hakanson Anderson and Associates <br /> <br />Members Absent: <br /> <br />Mr. Roy Shumway <br />Mr. Jim Howell <br />Mr. Jim Holm <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:20 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Terry Miller - Waste Management of Minnesota, Inc. - Site Manager - Anoka Re~onal <br />Sanitary Landfill - Stated that the proposed operation is the manufacturing and processing <br />of 2 inch tire chips which will be used as an alternative fuel supply. There are markets <br />available in Wisconsin for the tire chips. Chipping fires for fuel supply will help to <br />eliminate the problem of illegal fire dumping in the State. The proposed rate for tire <br />disposal will be $1.00 to $2.00 versus current rates at $5.00-$7.00. Studies have shown <br />that as an alternative to coal, fire chips bum cleaner. The proposed operation requires <br />permitting by the State and the Count),. The State permit has been applied for and a <br />provisional permit has been granted. Follo~fng a 30 day comment period, the application <br />will be forwarded to MPCA for full board action. At the County level, the application must <br />be reviewed and approved by Environmental Services, Health Board, County Board. <br /> <br />Mr. Miller presented a video of the proposed operation at this time which also indicated db <br />readings at various locations around the tire chipper. <br /> <br />Planning & Zoning Public Hearin~d?vlarch 7, 1989 <br /> Page 1 of 7 <br /> <br /> <br />
