proposed location for the access between Lots 5 and 6 will not be able to see southbound <br />traffic on Nowthen Blvd.; it is a dangerous situation. <br /> <br />Chairman Zimmerman stated that thc Planning and Zoning Commission is reviewing access <br />onto Nov,'thcn Blvd. based on the recommendations of thc Count)' Engineer. <br /> <br />Deanna Heaton - Noted that CiD' Code does set minimum size standards for homes but it <br />has resulted in a minimum size home in the area sitting vacant; inquired if it is possible to <br />set a minimum dollar value for homes built in Oak Run to avoid another minimum size <br />vacant home. <br /> <br />Ikir. Banwan replied that it is the developer's choice as to whether or not there is restrictive <br />covenants on a plat. <br /> <br />Commissioner LaDue stated that as long as minimum codes are met, the City cannot <br />impose minimum dollar values on homes built. <br /> <br />Mr. Banwart noted that any p:-udent developer will realize that building minimum homes is <br />not the way to go. The market will dictate the price range and style of homes built. <br /> <br />Chairman Zimmerman noted that placing a minimum dollar value on homes excludes <br />certain people from the opportunity to purchase a home; the Cit.,,' and Metro Council feel <br />that this is not a proper way to do business. <br /> <br />I~. Gerald Bauer - Stated that he will not sell the lots to minimum builders as it places a <br />'negative impact on the remaining lots to ~ sold. Resmicfive covenants can affect the <br />saleability of the lots. <br /> <br />William Rybak - Stated that he is concerned with speeding n'affic using Coquina as a <br />shortcut to 167th Avenue; inquired if it is possible to erect 'no thru traffic' or 'for <br />residential use only' signs on Coquina. <br /> <br />Commissioner Ten? stated that spealdng from his experience living on 149th Avenue off <br />of Ramsey Blvd., he 'knows that having the police patrol the area occassionally with radar <br />is an effective method of controlling speeders. <br /> <br />Mr. Banw~.rt stated that as Oak Run develops with homes and driveways onto Coquina, <br />common sense drivers Mi1 slow down. <br /> <br />Frank Villeneuve - Inquired. ff it is possible to construct C~uina Mth a cul-de-sac at each <br />end so it is no longer a through street inviting speeders. <br /> <br />Chairman Zimm:~.-nan replied that the City is not in favor of dead end streets; City <br />ordinance also IL.mits dead end streets to 600 fee.: in len=~h. <br /> <br />Planning and Zoning Public Hem-ing~%'larch 7, 1989 <br /> Page 3 of 4 <br /> <br /> <br />
