Ix,Ir. Terry Miller of Waste Management referred to a question raised at the public hearing <br />regarding emissions into the air from the shredding process that he could not answer at the <br />time. Mr. Miller stated he has been in contact with the manufacturer and because the <br />shredder operates at a slower than normal rpm, the dust emitting from the shredder is very <br />minimal. <br />Motion by Commissioner Terry and seconded by Commissioner LaDue to approve the <br />Planning and Zoning Commission public hearing minutes dated March 7, 1989 regarding <br />Waste Management of Minnesota, Inc.'s request for a conditional use permit to operate a <br />waste fire processing/manufacturing facility on industrially zoned property. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Terry, LaDue and <br />Hendriksen. Voting No: None. Abstain: Commissioner Shumway. Absent: <br />Commissioners Howell and Holm. <br /> <br />The Commission proceeded to review the proposed findings of fact. <br /> <br />Motion by Chairman Zimmerman and seconded by Commissioner Hendriksen to amend <br />hem #40 to read as follows: 'That historical records indicate that landfill induced traffic <br />within the City is adequately served by Highway 10 and Sunfish Lake Blvd.' <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Terry, LaDue, <br />Shumway and Hendriksen. Voting No: None. Absent: Commissioners Howell and <br />Holm. <br /> <br />Consensus was to amend Item #33 to indicate 1200 passenger tires. <br /> <br />Motion by Chairman Zimmerman and seconded by Commissioner Terry to amend Item #27 <br />to read as follows: What a minimal amount of dust will be created as a result of the <br />shredding operation.' <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Ten'5,, LaDue, <br />Shumway and Hendriksen. Voting No: None. Absent: Commissioners Howell and <br />Holm. <br /> <br />Commissioner Hendriksen inquired as to the status of Senator Dahl's proposed legislation <br />to desi~ate waste fire storage sites. <br /> <br />Mr. Miller replied that Senator Dahl will be proposing le~slation on March 14 for 12 tire <br />storage sites in the 7 county memo area. <br /> <br />Commissioner Hencl?iksen noted that Items g42 and ~v~.4 send a message that Ramsey is <br />receptive to hosting a storage site for waste tires. <br /> <br />Mr. Goodrich noted that it is the Commission's responsibility to review WMMI's request <br />on it's own merits, not on assumptions. <br /> <br />Motion by Commissioner Shumway and and seconded by Commissioner Te,wy to <br />recommend that City Council adopt the findings of fact, as amended, relating to Waste <br />Management of Minnesota, Inc.'s request for a conditional use permit to operate a tire <br />processin ffmanufacmring facility. <br /> <br />Planning & Zoning Cormmission/March 13, 1989 <br /> Page 3 of 8 <br /> <br /> <br />
