Administrator of Anoka County.

Further Discussion: Mr. Jack Ippel inquired as to the reason for the inequity between
Ramsey's 1989 CDBG allocation and Anoka's (approximately $135,000). Mr. Hartley
replied that City Staff will research the reason for the inequity. 1~. Banwart also noted that
Ramsey's one economic development revolving loan may soon be paid off and those funds
will then be made available for similar uses again.
Motion carried. Voting Yes: Mayor Reimann, Councitmembers DeLuca, Pearson and
Peterson. Voting No: None. Absent: Councilmember Cich.

Case #2: Report From Ms. Klm Flesner Regarding Anoka County Area
Of/For Persons With Disability:

Ms. Flesner thanked the City Council for appointing her as Rarnsey's representative on the
Anoka County Area Of/For Persons With Disability, the purpose of which is to keep the
decision makers informed as to the needs of the handicapped and keep the handicapped
informed as to their rights. Ms. Flesner reviewed her personal and educational experience
on the subject of handicapped persons, their needs and rights.

Case #3: River's Bend Park South Development; Improvement Project
#89-1:

Mr. Otto stated that there has been no official responses from Anoka County, D!NrR and
Corps of Engineers regarding the alternative access road alignment to River's Bend Park
South Development. DNrR and the Corps of Engineers will be revieMng the site on March
1. Attempts to contact the Department of Trade and Commerce regarding their concerns
with the access road in relationship to the park have been unsuccessful. Mr. Otto
recommend~ approving plans and specs and advertising for bids as the contract for the
project must be awarded by April 1 in order to receive the $136,000 in CDBG funds for the
project. Acceptance of the bids would have to be contingent upon the approval of the plans
by various outside agencies.

Mr. Otto also noted that there is a cooperative ~m~ant available through DNR for a fishing
pier; applications must be submitted by March 15, 1989. Cities expressing an interest in
cost sharing the project usually receive fin:st consideration. The proposed 1989
improvements to River's Bend Park could be suggested as being in lieu of Ramsey's share
of the fishing pier project cost.

Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt
Resolution #89-02-44 approving plans-and specifications and ordering advertisement for
bids for Improvement Project #89-1 ,~-ith acceptance and award of bid contingent upon the
approval of the plans by other agencies.

Further Discussion: Councilmember DeLuca expressed concern with the impact to
Ra.msey's integrit3' resulting from advedr'dsing for bids on projects that have a ptotential to
be withal, fawn. Mayor Reimann noted ti,at contingencies s~e~ard the City and bidders
make a decision to bid tmowing the contingency.

Motion cm'-fled.
