Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and
Peterson. Voting No: None. Absent: Councilmember Cich.

Case #5: MUSA Expansion:

Mr. Otto stated that Metro Council staff has indicated that they will deny Ramsey's
proposed amendment to the Comprehensive Plan and supporting documentation for an
expansion to the MUSA boundaries. Metro Council is concerned with proliferation of 2.5
acre lots in the rural area and areas in the existing urban area that are not yet developed.
Mr. Otto stated that Men'o Council indicated that the only way Ramse)' will receive position
action is by connecting Flintwood and Ramsey Terrace to the municipal utilities and
imposing a 4 unit/40 acre density outside the MWCC boundary. Mr. Otto stated that it is
very unlikely that Ramsey Terrace and Flintwood would connect to the utilities.

Mr. Otto suggested that negotiations for a MUSA expansion continue with the following
terms'.

be

Delete Ramsey Terrace and Flintwood Hills from the MUSA area. This option may
also allow for more of an expansion to the MUSA boundary than what is being
proposed.
Impose a 4 unit/40 acre density, with a 6-12 month phase-in period, on those
parcels outside the MWCC boundary that are not adjacent to or surrounded by 2.5
acre subdivisions.
Request that Metro Council mandate the 4 unit/40 acre density to alleviate the City's
liability for the takdng of development rights.

/v'Lr. Hartley noted that if Ramsey Terrace and Flintwood Hills are deleted from the MUSA
area, and if the), request or need municipal utilities in the future, the Comprehensive Plan
could be amended again.

Council consensus was to direct City Staff to continue negotiations with Metro Council
Staff for a compromise to amend Ramey's MUSA boundaries.

Council recessed at 9:08 p.m.'

Mayor Reimann calle, d the meeting back to order at 9:20 p.m.

Case #6: Adopt Ordinance To Rezone Certain Lots In Riverview Estates
From B-I Business to R-1 Urban Residential:

Mr. Hartley recalled that on Febru~..-y 14, City Council approved and introduced an
ordinance to rezone lots in Pdver~,iew Estates.

Motion by Councilmemb"~r DeLuca and s~onded by Councilmemb~r Pea.rson to adopt
Ordinance #89-5 to rezone Lots 1-6, Block 2, Riven4ew Estates from B-1 Business to R-1
Urban Residendai.

Motion cm~'-'ried.
