He said that
there was some question as to whelher a 15 acre park was a good size for a city the size of
Ramsey.

Merland Otto told the Commission that the City of Ramsey has 85 play fields and 87 acres of
Community Parks.

Merland Olto read through the draft ordinance.

Art Raudio asked what the surrounding area charge per lot and told the Commission that he feels
the City of Ramsey should do it the same way, that it would be a lot easier. He also told the
Commission that if they let him know where they want a park before he sketched out his plots it
would also be easier, and he would know what properly Io set aside for park dedication. He said
he feels there are a lot of developers who will work with the City if they know were a park is
going to be wanted.

Dennis Peck told the Commission that he feels they should not use fare market value because it
can cause a lot of problems. :-

Merland Otto told Mr. Peck that the City could go with a cap if the per unit amount was higher.

Dennis Peck told the Commission that he does not leel it is unfair to set a certain amount of cap
per lot with an increase of, for example, 6% per year.

lVlertand Otto told the Commission that he believes another workshop will be scheduled to work
on this at a later date.

Commissioner Hetland call a short recess at 9:30 p.m.

Commissioner Hetland called the meeting back to order at 9:45 p.m.

Case #5 Mississippi Trail Corridor Update & Review of Alternative
.AI.ignments

Merland Otto informed the Commission that staff had worked out an alignment with Anoka County
and that it went to the City Council. The City Council did not accept the trail alignment because
they do not want it placed in existing developed areas. Merland told the Commission that we need
to revise and resubmit the alternative alignments in order to meet with Anoka Parks and
Metropolitan Council directives.

Motion by Commissioner Prall and seconded by Commissioner Lokker to direct staff to make
appropriate changes to the Mississippi Trail Corridor map and to the ordinance.

Motion carried.
