Councilmember Cich requested further expla~ation of Item 2.B in the letter regz:.rding some <br />CiD, ordinances requiring duplicity of effort. <br /> <br />Mr. Nom-~ Holm explained that grading plans are a pan of the subdMsion approval process <br />>,et City ordinance requires obtaining a mining permit to remove mmerials from tile site in <br />accordance with the already approved grading plans. <br /> <br />Councilmember Cict~ requested further explanation of Item 2.C regarding the developer's <br />inability to obtain correct and uniform information from different City divisions. <br /> <br />Mr. Randy Elofson explained that during his platting of Riverview Estates he received <br />conflicting direction from City Staff as to where the trail corridor should be aligned through <br />his property. <br /> <br />Councilmember Peterson inquired if developers are encountering problems accessing City <br />Staff. <br /> <br />lvtr. Johnson stated that according to the developers, there is a communication problem that <br />exists with regards to having an audience with City Staff. A lot of importance would be <br />attached to a city planner/engineer/economic development director as it relates to City <br />Council. The developers are looking for a staff person that would have direct <br />communication with the Cit).'.._Council and assist the developers through the process. Such <br />a position would require a person with a broad knowledge of plan reviews that would be <br />able to define all that the developer will have to go through and how best to accomplish <br />that. <br /> <br />Councilmember Pearson inquked as to what the developers see other communities doing <br />that is different or better than what Ramsey does relating to development policies. <br /> <br />Mr. Raudio stated that in Andover and Coon Rapids for example, a developer can get direct <br />answers from engineering and planning; by the time a alex, eloper request gets to the <br />Planning and Zoning Commission and City Council level, staff has received and studied all <br />the information and it does not become a study session and a search for additional <br />information but rather an opportunity for input and then action to approve or den>,. <br /> <br />Mr. Rick Foster noted that the plat of River's Bend'was processed in Ramsey years ago in <br />4 meetings; that would not happen today in Ramsey with current development policies. <br /> <br />Mayor Reimann noted that in the case of River's Bend, the developers should also take <br />credit; if developers follow the steps, they can ge: through the process at a reasonable rate. <br /> <br />Mr. A."':.hur Raudio stated that he has wimessed the Planning and Zoning Comrrfission <br />drag~ng their meetings out for hours n'ying to study cases and then adjourning and tatting <br />no action because of lack of information; meanwhile, the applicants are ususally not even <br />informed prior to the meeting that their requests are lackdng in information. <br /> <br />Mayor Reimann noted that it is also not fair for developers to expect City Council to take <br />action on agenda add-ons in order to expedite a pr~ect as Council and Staff would have <br />had insufficent time to review the case; if an applications is made in a timely and complete <br />manner, a pr~ect can flow through the process. <br /> <br />City Counci]JApril 3, 1989 <br /> Page 2 of 7 <br /> <br /> <br />
