Compared with other communities, the cost of going <br />through these various meetings and hearings becomes <br />prohibitive and does not result in orderly planning. <br /> <br />4. Policies established by the Council are from time <br />to time ignored. Ofttimes it appears it is because of <br />lack of understanding. <br /> <br />A. The process does not appear to be well <br />disciplined in that the various volunteer <br />advisory commissions are not well informed as <br />to their role and responsibility. The process <br />needs disciplining to .properly reflect the <br />Council's direction. <br /> <br />5. We recommend that you examine 'the City Manager's <br />responsibility and authority with the suggestion that <br />he be assigned the duties of administration only. <br />Carrying out the policy of the City Council on orderly <br />growth and development should be assigned to an <br />individual who carries the authority from the City. <br />Council directly and does not involve the City Manager- <br />in the implementation of the developmental policy. ~-. <br /> <br />6. It is evident that you have more than sufficient <br />need to justify a fulltime city engineer. It is our <br />suggestion that you proceed to develop ~"' job <br />description for an engineer/planner and recruit and <br />hire such a person to assume the. responsibilities <br />outlined in paragraph 7'. It should be recognized that <br />the engineer/planner would have to have the authority <br />to retain the se_~vices of an engineer/consultant for <br />various needs which req//ire specialized training. <br /> <br />7. Some communities have a person whose sole <br />responsibility is for economic development. In this <br />instance, as you examine the need for an individual to <br />have independence and to have the authority directly <br />from the City Council to be your representative and <br />coordinator, you should consider the possibility 'of <br />having the engineer/planner assume those responsi- <br />bilities and have the corresponding authority. <br /> <br />We realize that generally speaking city managers are considered <br />CEO's and it makes some management sense that you have each <br />separate division's responsibility for carrying out the policies <br /> <br /> <br />
