District and the Cit.,,, feels the most equitable means of financing those projec:s is for all <br />properties that drain to the Mississippi River to share in the cost. <br /> <br />Mr. Moss rciIerated that the project at Sunfish and Hwy. #10 will not benefit him or his <br />neighborhood. <br /> <br />Mr. Raalikka noted that when storm sewer projects arc necessary closer to Mr. Moss' <br />neighborhoc~d, that pn0ect cos~ will also be shared by the entire Mississippi Taxing <br />Dis~c~. <br /> <br />Dale Winch - 708 Bardford Avenue - Champli, - Stated that he owns property in Ramscy <br />along Hwy. #10 that experienced flooding in pasl years because of drainage fi%' from the <br />north. Mr. Winch stated that he understands that the pipe at Sunfish and Hw..gl0 has to <br />be oversized to provide an outlet for the drainage from thc north side o£ Hwy. #10 to me <br />river. Mr. Winch inquired as to how thc project costs area assessed. <br /> <br />Mr. Raatild:a stated that the project costs are levied to property taxes based on assessed <br />valuations. Therefore, the project cost is rolled into the property taxes and qualifies as a tax <br />deduction. <br /> <br />Mr. Hartlcy noted that the Mississippi Taxing District is used to pay for construction~ df <br />trunk storm sewers; developers are expected to develop and pay for storm sewer later'als. <br />Development of stoma sewer trunks is expensive and the City feels the best way to handle <br />those costs is to spread them over a larger area so the system can afford to be started and it <br />is assumed that the oversizing of the outlet is of benefit to the entire area. <br /> <br />Winslow Holasek - 1159 Andover Blvd. - Stated that he owns property in Ramsey and <br />inquired if the exempt areas will ~ taxed for this particular projezt. <br /> <br />Mr. Raati 'kka replied that there are certain areas that are exempt from project costs until <br />1992. Those areas exempted have paid for their storm sewer improvements but it is felt by <br />1992 those systems will be in need of maintenance and repair and should then be included <br />in the Mfississippi Taxing District to cover those needs. <br /> <br />Winslow Holasek - Noted that taxes will increase-ev-erytime there is a trunk project or a <br />maintenance/repair project in the Mississippi Taxing District. <br /> <br />Don Anderson - 14440 Bowers Drive - Inquired if his area is one of those that is exempt <br />until 1992. <br /> <br />Mr. Raatikka replied that M_r. Anderson's area is exempt. <br /> <br />.Art Bulow - 6346 Hwy. #10 - Stated that when he developed Bulow's Addition, he paid <br />for a storrn sewer system and he should be exempt from the Taxing District until 1992. <br /> <br />h'h'. Raatit&a replied that he thought the storm sewer system i~C~.
