And Schedule Public Itearing: <br /> <br />Mr. Flartley stated that the City has received a petition for street improvements from two of <br />the four property owners on Hematite Street N.W. between 156th Avenue at~d 154th <br />Avenue. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to adopt <br />Resolution #89-04-73 receiving petition and scheduling a public hearing for Tuesday, May <br />'~ 1989 regarding proposed street improvements to Hematite Street N.W. between 156th <br />Avenue and 154th Avenue. <br /> <br />Motion carried. Voting Yes: Mayor Reim,'mn, Councilmembers DeLuca, Pearson, Cich <br />and Pcterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) <br /> <br />Discussion regarding A1 Phillips concern with Ramsey's Tax Increment Financing <br />Process <br /> <br />Councilmember Pearson stated that Mr. Al Phillips of Altron has expressed frustration with <br />Ramsey's tax increment financing process. <br /> <br />Mr. Hartley replied that Mr. Phillips was made aware of necessary, steps and time frames <br />involved with processing tax increment financing applications. Mr. Phillips did not make a <br />decision to apply for tax increment financing until the llth hour; by that time, the time <br />frames involved with tax increment financing conflicted with Mr. Phillips' consu'uction <br />schedule and the project did not proceed under TIF. <br /> <br />b) Discussion regarding the need to hire two additional police officers in Rarnsey <br /> <br />Councitmember Cich noted that the direction of the Personnel Committee was to delay <br />hiring two additional officers until the labor contract is negotiated. Councilmember Cich <br />stated that the need for additional officers is at a critical point and suggested that Chief <br />Auspos be given the author'iD, to be~n the selection process in order that the officers can be <br />hired as soon as the LELS labor contract is finalized. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson authorizing <br />ChiefAuspos to initiate proceedings for the selection of two officers to be hired after LELS <br />contract negotiations have been completed. <br /> <br />Further Discussion: Councilmember DeLuca"asked for clarification of the motion. <br />Counciimembsr Cich stated that authorization was ~ven in 1988 to hire two officers but <br />one-half of the Personnel Committee has stated an objection to hiring at this point. <br />Councilmember Cich stated tht he is willing to follow Mayor Reimann's direction at this <br />point but he wants bi,-.
