Daniel Karst, .Ir. is requesting a conditional use per:nit to operate <br />:'.n aluminum processing facility in the l-1 Industrial zone. The Planning a~.'d Zoning <br />Commission has recommended approval of the reo. uest. Staff does not have any pani::ul;u- <br />problems with the request and ix,ti'CA concerns have been addressed in t:',c pro?osed <br />findings of fact. <br /> <br />Councilmember DcLuca inquired about parameters for air emissiom from tl~t burning of oil <br />residual on parts being processed. <br /> <br />ix4r. Otto stated that because of tile operation size and volume, PCA tins indicated that <br />emission of hydrocarbons and dioxins into the air is not a concern. <br /> <br />Motion by Councilmembcr Pcterson and seconded by Councilmcmber DeLuca to adopt <br />Findings of Fact #0248 relating to Danny's Alun-finum Processing, Inc.'s request for a <br />conditional use permit to operate an 'aluminum recover, and processing business. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DcLuca, Pearson, Ci~h <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DcLucn to approve <br />Danny's .,~luminum Processing, inc.'s request for a condition~ use pem~it subject to the <br />conditions set forth in the Conditional Use Permit and the Indemnification Agree. merit. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson <br />and Peterson. Voting No: None. <br /> <br />Case #8: Request For A Conditional Use Permit To Have A Second <br /> Principal Dwelling; Case Of Mr. Lazares Gilles: <br /> <br />/','ir. Banv,,art stated that during the process of building ~ home at 8201 163rd Avenue <br />N.W., Mr. Gilles constructed a dwelling unit on the second floor of the detached garage. <br />/',ir. Gilles was informed that the unit constituted a second dwelling on the property and <br />would require a conditional use permit in order to ~ allowed. The Planning and Zoning <br />Commission has recommend~ denial of the request for a conditional use permit for a <br />second dwelling unit and advise, d Mn-. Gilles that as an option, he could construct an above- <br />the-~ound attachment to give the appe:z-ance that the two units are one dwelling. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmemb:r Peterson to adopt <br />Findings of Fact ~-0249 relating to ]vhn Lazares Gilles' request for a conditional use permit <br />to have a second principal dwelling on the property at 8201 163rd Avenue N.W. <br /> <br />Motion ca-Tied.
