Case #10: R.~-view Of Comprehensive Park Dedication Agreement Of
Entire Northforl~ P.U.D.:

Mr. Banwam ;tared that both the Park and Recreation: Commission and the Planning and
Zoning Commission approve the land dedication format reflected in the Northfork Park
Dedication Agreement. Regarding the issue of cash dedication for properties west of
Andrie Street, the Park and Recreation Commission has recommended that there be no
relief provided in lieu of the golf course being developed in Northfork and retaining the
cash dedie, ation requirement as currently ~%tten. The Planning and Zoning Commission
has recommended that a cash dedication of $500/lot be required at the time of final plat for
those properties west of Andrie Sn-eet.

Mr. Peck was present representing North Fork, Inc. and staled that 550 acres of the 1250
acres is being set aside as open space which represents a sufficient amount of land to
address the entire Northfork P.U.D. in land dedication terms and includes a golf course for
public use. North Fork is also substantially minimizing the City's obligation to provide the
residents of Northfork with on-site recreational facilities as Northfork is contributing
$250/lot to the homeowners association to develop on-site amenities. North Fork feels
these items should offset the requirement for cash decticadon for lots west of Andrie Street.

Mayor Reimann inquired as to how the Rum River Hills development was handled.

},'Ir. Goodrich replied that contingent upon the golf course being open to the public, Rum
River Hills received a 100% credit for park dedication requirements.

Mr. Otto stated that the park dedication ordinance Northfork is currently operating under
requh-es a cash park dedication of 10% of the market value or $500, whichever is geater.
In lieu of the land dedication and other amenities in Northfork, a $500 cash maximum is
being suggested for properties west of And.de Street.

Mr. Peck stated that North Fork, Inc.'s proposal is that park dedication requirements west
of Andrie Street would be fulfilled provided the golf course is developed and dedicated for
public use and $250 per lot is contributed to the homeowner's association for open space
~mprovements.

Motion by Councilmember Peterson and seconded by Councilmember DeLuca to approve
an amendment to the Park Dedication A~eement for the entire Nonhfork P.U.D. that
specifies a $500.00 per lot cash payment at the time of £mal plat approval for the area west
of An&'4e Street.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None. Voting No: None.

/','Ir. Gooi,-ich stated that the amendment to the Park Dedication A~eement will be revised
per Council's discussion and presented to Council for approval.

Case #ii: Report From Mr. Bernard Steffen, Labor Negotiator:

Mr. Steffen could not be present and Council removed this case from the agenda during
Approval of Agenciz.

City Counzil/Ap~ 25, 1989
