CASE #2:

REVIEW OF DRAFT PUBLIC SIDEWALKS AND TRAILWAYS ORDINANCE
By: Mark S. Banwart, Community Development Director
and Merland Otto of Hakanson Anderson Associates

Background:

As you may recall, on September 15, 1988, the Ramsey Park and Recreation Commission received
a Draft Public Sidewalks and Trailways Ordinance. On October 20, 1988, the Ramsey Park and
Recreation Commission reviewed the Draft Public Sidewalks and Trailways Ordinance.
Commissioner Shumway stated that he did not think the Commission should accept this ordinance
due to the fact that with the 6% grade restriction, it would be a boring trail system and very costly.
Chairman Lichter advised Commissioner Shumway to give Mr. Otto some facts on what he knows
and to see what Mr. Otto can do wi~h it. The consensus of the Commission was to table this issue
until a later meeting. For your information, the following item is attached:

A. An ordinance amending the Ramsey Zoning Ordinance Section 170.03
Subdivision: Section 170.039 B Public Sidewalks and Trailways.

Observations:

The estimated cost of a City-wide trail system is in excess of one million dollars ($1,000,000.00).
Mr. Otto will discuss some of the aspects of the proposed ordinance.

Commission Action:

Based on discussion.

Rc~iew Checldls~

City Administrator X
City Attorney X
City Engineer X
Community Development Director X

Chief of Police
Finance Officer
Planning & Zoning Commission X
Other
