County has submitted a bridge proposal to the Corps of Engineers that would allow Ramsey access <br />to the park area. The Count>' is requesting that Ramsey forward a letter to the Corps supporting <br />the bridge proposal; the Corps has indicated that they are receptive to the proposal. City Staff is <br />also recommending obtaining approval of the low bidder for the park- project to extend the award <br />date to July 10, 1989. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich authorizing the Mayor <br />and City Administrator to forward a letter to the Corps of Engineers supporting Anoka County's <br />proposal for a Rum River Bridge and obtaining a written waiver from the low bidder on the <br />River's Bend Park South improvement project to extend the bid award date to July 10, 1989. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #19: Comprehensive Plan Amendment/MUSA 2000 & 1990 Exchange: <br /> <br />Mr. Otto summarized the status of the comprehensive plan amendment as Metro Council den>4ng <br />the 1990 exchange and Ramsey requesting action on the orginal submittal for the MUSA 2000 <br />amendment being reinstated with a July 1 deadline. Metro Council indicates that in order to meet <br />the July 1 deadline, they need Ramev's responses to the following key points by June 1: l) <br />implementation of a 4/40 acre zoning in the rural district; 2) connection of existing~evelopment <br />within the MUSA to regional sewer system. <br /> <br />Discussion ensued regarding the impact to development rights by implementation of the 4/40 acre <br />zone ining in the rural district. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to table action on the <br />Comprehensive Plan Amendment and directing City Staff to report back to City Council with a <br />presentation of options for a Plan amendment. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #20: Mississippi Trail Corridor Update And Review Of Alternative <br /> Alignments: <br /> <br />M.r. Banwart stated that Ramsey's proposed ordinance to establish alignment and width standards <br />for the Mississippi Trail Corridor through Rarnsey was submitted to Anoka County Department of <br />Parks and Recreation and Metro Council for responses. Anoka County indicated sp~ific concerns <br />with the proposed corridor route and Metro Council concurred. Ramse?s Planning and Zoning <br />Commission has recommended revising the alignment and width standards in the proposed <br />ordinance in accordance with County recommendations. <br /> <br />City Council suggested that the next Council agenda include a detailed discussion of the proposed <br />alignment and 'a4dth standards for the Mississipp:, Trail Corridor.
