Case #1 Review Draft Park Dedication Ordinance

Mayor Reimann staled that the purpose of this meeting is to review the proposed draft ordinance
for park dedication.

Councilmember DeLuca read through the following concerns that were brought up at the City
Council special meeting with the developers: 1) The procedure of developing land
2) Thoroughfare streeting 3) Placement of major parks 4) The placement of a trail system
in the City of Ramsey 5) Park dedication fees at other Cities 6) Having someone atlend a
few of the Council meeting and Park meeting a other Cilies 7) A Community survey.

Commissioner Zimmerman expressed that there was a lot of support for Central Park but he
feels that the Cily of Ramsey needs a long term plan for parks.

Commissioner Hetland stated that in the last five years the City of Ramsey has not acquired any
land for parks or park dedication, other then the trail system.

Commissioner Hendrikson said that he did not believe developers should have the right to
develop a private park.

Mayor Reimann said that he feels it is the developers right to put in a private park, but he also
fee~s that the developers should not expect a private park to satisfy the City's park dedication
requirements; they will still be required to pay the per dwelling amount decided upon.

Bill Goodrich stated that the phrase "10% or fair market value" raises a lot of problems. We
need a thorough definition of what "1 0% or fair market vslue" means.

Mayor Reimann stated that he feels that if the City were to charge a certain fixed figure for park
dedication it could solve most of the problems we are having with the 10%.

Commissioner Hendrikson stated that if the City goes with a flat fee they will lose money.

Councilmember Peterson told Commissioner Hendrikson ii, at what the City loses in one area
they will make up in another.

Mayor Reimann suggested accepting a flat fee for park dedication instead of "10% or fair market
value."

A majority of everyone present was in agreement with the Mayor.

Bill Goodrich suggested that this subject be resolved by the City Council a~d those present
agreed.

COMMISSION INPUT

None.

CiTY

COUNCIL/PLANNING

& ZONING/PARK & RECREATION - MAY 11, 1989
Page 2 of 3
