Case #1 2: <br /> <br /> REQUEST FOR PARK CONCEPT PLAN APPROVAL FOR <br /> CEDAR HILLS, CHESTNUT HILLS AND WINDEMERE WOODS; <br />CASES OF CHATEAU CONSTRUCTION, ARADCO INC, AND GOOD VALUE HOMES INC. <br />By: Mark S. Banwart, Community Development Director <br /> <br />Background/Observations: <br /> <br />On September 15, 1988 the Ramsey Parks and Recreation Commission gave concept approval to <br />a centralized park for Windemere Woods, Cedar Hills and Chestnut Hills proposed subdivisions. <br />At the October 20, 1988 meeting of the Ramsey Park and Recreation Commission, motion was <br />made and carried to deny that portion of land offered by Windemere Woods Addition, Cedar Hills <br />Addition and Chestnul Hills Addition 1o satisfy the City's park dedication requirements for the <br />three proposed subdivisions because a portion of the said property is wetlands. These <br />developers met several times with City Staff regarding concerns of the subdivision lay-out <br />(e.g., parks, trails, transportation, etc.). <br /> <br />The developers presented their park concept plan to the Ramsey Park and Recreation <br />Commission on December 8, 1988. The joint proposal was reviewed by the Park and Recreation <br />Commission. The consensus of the Commission was to accept the overall concept along with the <br />1rail to the North, but not 1o make a motion for acceptance until the Commission received the <br />required plats showing the entire area of the three developments, all trail alignments and .public <br />use areas, <br /> <br />The basis of the acceptable park concept plan involved the obtainment of a U.S. Army Corps of <br />Engineers permil to fill in part of a wetland while creating additional wetlands. On October 4, <br />1989 the City received correspondences from the U.S. Army Corps of Engineers stating a <br />favorable determination regarding the fill in and mitigation of wetlands. <br /> <br />For your information, the following information is enclosed: <br /> <br />A. Park Concept Plan for Chestnut Hills, Cedar Hills and Windemere Woods <br />B. Department of the Army, St. Paul District Corps of Engineers Information <br /> (September 27, 1989) <br /> <br />Recommendation: <br /> <br />Staff recommends park concept plan approval for Cedar Hills, Chestnut Hills and Windemere <br />Woods Additions, with the remaining park dedication requirement being satisfied in cash. <br /> <br />Staff recommends that the three developers present to the City an executed agreement between <br />the developers stating their proportional share of the land dedication portion of the park <br />dedication fee. In this way, Staff can determine the appropriate cash requirements for each <br />subdivision for park dedication. <br /> <br /> <br />
