contract. Sandra also noted that the $500 included in capital outlay for the Finance Department is <br />for electrostatic spraying of the used desks purchased in 1989. The Community Development <br />Department is requesting a copy machine for the lower level offices. <br /> <br />Mr. Hartley stated that the City's efforts to develop a data processing system are pro~essing well <br />but 5 more unites are needed for the Community Development Director, Finance, Officer, Assessor, <br />Fire Chief and Police Chief to continue those efforts. Mr. Hartley also noted that funding is being <br />requested to replace the City Council tables and audio system. <br /> <br />Councilmember DeLuca requested that the Police Chief provide the Budget Committee with more <br />information regarding his request for $4,000 for software for the State line. <br /> <br />Sandra Ashley reported that overall, the requests exceed the available funding by $237,000 and <br />that this figure does not include an5, new staffing. <br /> <br />Mr. Hartley referred to the subject of establishing an engineering department. The proposal is for <br />an engineer, intermediate engineering technician, entry level engineering technician and a clerical in <br />addition to various items of equipment. The total start up cost for the department would be <br />approximately $250,000 including space. The annual operating costs following department start <br />up are estimated at $150,000. It is proposed to bill out a fair amount of the engineering costs and it <br />is believed that the annual cost of the department can be recovered. <br /> <br />Councilmember DeLuca requested that the Budget Committee be provided with a summary of the <br />Landfill Trust Fund. <br /> <br />Mr. Hartley noted that there is a fund reserve balance that the Council has the option to spend as <br />they see fit. Mr. Hartley warned against spending large amounts of money from the reserve <br />balance. <br /> <br />Sandra Ashley stated that the 1990 budget public hearing is scheduled for Thursday, September <br />21, 1989 with a back-up hearing scheduled for Monday, September 25. <br /> <br />Mr. Hartley noted that the property tax levy must be adopted by September 26, 1989. <br /> <br />Councilmember DeLuca noted that the Economic Development Commission and Company have <br />requested the addition of an economic development person to City Staff and he feels that the <br />request is premature at this time. <br /> <br />Councilmember Peterson requested that all departments prioritize their capital outlay requests by <br />Thursday, September 21. <br /> <br />ADJOURNMENT <br /> <br />The Budget Committee meeting adjourned at 6:35 p.m. <br /> <br />Respectfully submitted, <br /> <br />SvMa Frolik <br />Pianning Assistant <br /> <br />David Hartley <br />Cid, Administrator <br /> <br />Budget CommAttee/September 18, 1989 <br /> Page 2 of 2 <br /> <br /> <br />
