Jim Connally - Stated that he feels subcontracting for engineering services would be more
cost efficient than 'adding a new deparmaent to City Staff.

Mayor Reimann replied that after researching, it appears the City will save money by'
hay'lng it's own engineering department and that is what the Budget Committee based their
recon~nendation upon.

Councilmember Peterson stated that the City realizes that even with it's own engineering
department, it will still need to do some consulting because of the large amount of
development going on but it is hoped that the department will generate revenue above and
beyond it's initial start up costs.

Jim Connally - Inquired why the City doesn't start out with one engineer versus a
department of 4.

Mr. Hartlev stated that an engineer cannot provide all the things an engineering department
can.

Jim Connally -lnquired as to the types of services an engineering department would
perform.

Mr. Hartley replied that the engineering department would review subdivision plats;
policing development to make sure standards are met; preparing specifications for public
improvements; provide technical advice regarding a proposal.

Ann Wadel - 16012 Xenolith Street N.W. - Complained that the lights at Central Park are
on 7 nights a week, even when nobody is using the athletic fields; the additional electricity
costs are a waste of tax money.

Councilmember Peterson replied that the Public Works Department and consulting
engineers are considering two systems for the lights at Central Park; one would be an
automatic timer type and the other is operated by manual demand.

ADJOURNMENT

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn
the public hearing.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

The public heating adjourned at 7:48 p.m.

Respectfully submitted,
t'.

SyMa Frolik
Planning.
