Case #3: Report From Site P Strategy Committee: <br /> <br />Mr. Hartley reported that thc Site P Strategy Committee docs not feel that legal action <br />challenging the site process is ad,'isable at this time. The Comminee recommends that City <br />Council introduce an ordinance that would retain the City's opportunity to have input on the <br />siting process: that a search be initiated for consultants to perform an analysis of the <br />Environmental Impact Statement; that City Council retain a lobbyist to promote legislation <br />regarding the siting process. <br /> <br />Councilmember Peterson stated tha~ in his opinion, there are some items in the proposed <br />ordinance that may be in conflict with Metro Council guidelines. <br /> <br />City Council directed Mr. Hartley to submit the proposed ordinance entitled "Solid Waste <br />Landfill" to Metro Council for review and comment. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich authorizing the <br />Cit,,' Administrator to solicit proposals from firms that can provide the needed technical <br />expertise to eYaluate the Environmental Impact Statement. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to solicit <br />proposals from political lobbyists to represent the City of Ramsey's interest with regards to <br />proposed legislation. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #4: Application Of F&R Enterprises For An Open Burning Permit: <br /> <br />This case was removed from the agenda at the request of City Staff. <br /> <br />Case #5: <br /> <br />Adopt Ordinance Regulating The Burning Of Certain Waste <br />Types By Use Of Incinerators In The City Of Ramsey: <br /> <br />/','ir. Goodrich reviewed with City Council the proposed ordinance to regulate the burning <br />of certain wastes by incinerator. <br /> <br />Thomas Williams - 5180 175th Lane - Inquired if the proposed ordinance could be <br />broadened to incorporate whatever current EPA restrictions might be at the time. <br /> <br />Mr. Hartley replied that if EPA lowers their standards, Ramsey is not obligated to do the <br />same; if EPA raises their standards, Ramsey is obligated to comply. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to adopt <br />Ordinance #89-26 regulating the burning of certain waste types by use of incinerators in the <br />City of Ramsey. <br /> <br />Motion carried.
