CITY COUNCIL
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a public hearing on Tuesday, November 14, 1989 at
the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota
regarding the proposed tax levy for 1990.

Members Present:

Acting Mayor Stephen F. DeLuca
Councilmember Alan Pearson
Councilmember Richard Cich
Councilmember Kenneth Peterson

Also Present:

City Administrator David Hartley
Finance Officer Sandra Ashle>,

Members Absent: Mayor Gary Reimann

CALL TO ORDER

Acting Mayor Stephen F. DeLuca called the public hearing to order at 7:05 p.m.

PRESENTATION

Mr. Hartley noted receiving a letter from Mike and Mary Davis, 5334 142nd Circle N.W.,
and requested that the letter be entered into the record of the public hearing. (See
Attachment A to these minutes).

Mr. Hartley stated that all cities, counties and school districts in the seven county metro
area are required to publish in the Minneapolis Tribune or St. Paul Pioneer Press, a one-
quarter page ad and the contents of that ad is provided for by the Department of Revenue.
The>, indicate that cities, school districts and counties are supposed to publish the change in
percentage in property tax that will result from this year's individual levy for each of ihe
respective jurisdictions. In many cases, the school district reduction in tax levy is about the
same amount as the increases for cities and counties. The reason for that is that the newly
adopted tax bill by the Minnesota Legislature required there to be a shift in Local
Government Aid funds from cities and counties to the school districts. As a result, the>,
also required that the notice be published. That publication is very misleading. The
questions the residents should be asking are:

City Council Public Hearin~ovember 14, 1989
Page 1 of 3
