As an example, Mr. Hartley proceeded to review his own property tax statements from
1988 and 1989 which indicate the total tax bill and how it is distributed amongst the various
governmental units. Mr. Hartley estimated that with the newly adopted tax bill and the
routine factors that figure into property tax calculations, his property taxes will decrease by
$18.00 in 1990.

4) What are the changes?

a)

According to legislature, the law that was adopted intended for there to be
no change in the amount of dollars collected from taxes as a result of the
shift in education dollars.

b) Property classifications.

As a result of the City's increased valuation, Mr. Hartley estimated that residents of
Ramsey will see a property tax reduction of 1% in 1990, maybe less depending on property
tax classification. Mr. Hartley qualified his estimate for a reduction in 1990 property taxes
by saying that neither the state, nor the county nor the school district could estimate what
the impact would be to property taxes as a result of the new tax bill and that he is putting
forth his best estimate based on ail the factors he is aware of.

Mr. Hartley reiterated that the 17.7% increase indicated in the publication is misleading but
the contents of the ad were provided for by the Department of Revenue.

CITIZEN INPUT

None.

ADJOURNMENT

Motion by Councilmember Pearson and seconded by Councilmember Cich to adjourn the
public hearing.

Motion carded. Voting Yes: Acting Mayor DeLuca, Councilmembers Pearson, Cich and
DeLuca. VotingNo: None. Absent: Mayor Reimann.

The public hearing adjourned at 7:29 p.m.
Respectfully submitted,

Sylvia Frolik
Planning Assistant

David Hartley
City Administrator

City Council Public Hearin~d~'qovember 14, 1989
Page 3 of 3
