Allen Sorteberg stated that he is agreeable to establishing a covenants as long as he is <br />allowed input into the restrictions that will be establishe& <br /> <br />Jim Acers stated that the people should have some input as to whether or not they want a <br />park developed adjacent to them. <br /> <br />Dick Ranelle - 17600 Marmoset Street N.W. ~ Noted that the outlot in Countryside Estates <br />is low, wet and unusable. <br /> <br />Mark Banwart replied that with geo-technic materials, it is possible to build up the area <br />enough for a trail system. <br /> <br />Dick Ranelle - Stated that months ago, the proposed outlot in Countryside Estates was <br />proposed to have a parldng lot. <br /> <br />Mark Banwart replied that placement of parking lot on the outlot in Count, side Estates <br />was a preliminary plan and is no longer a reality for that area. <br /> <br />Jim Acers - Stated that development of trails for public use will break down security in the <br />area. <br /> <br />Mark Banwart stated that the City should not be denying residents the opportunity for <br />nearby recreational space; the land must be reserved for recreational use now because it <br />won't be available in the future. <br /> <br />Ken Bucher - 8550 176th Avenue N.W. - Inquired about the stipulations for maintaining <br />park property until it is developed as a park and will park and private property be separated <br />by fencing. <br /> <br />Mark Banwart replied that with the exception of athletic fields, parks are not fenced off <br />from from private property; typically, properties located adjacent to parks are worth more; <br />land is a limited commodity and if the City doesn't provide for parks at this point in time, <br />the land will be lost forever. <br /> <br />Councilmember Peterson stated that the park area would be maintained at a minimum level <br />which includes mowing and policing. At the time the park is developed, the Park <br />Commission will seek input from area residents as to what types of activities could be <br />developed to make the park more enjoyable or to decrease the effect of having public <br />property near the homes. <br /> <br />Mark Banwart stated that there will not be ballfields and heavy use activities developed on a <br />5 acre park; it MI1 be a relatively passive open space use. <br /> <br />Councilmember Pearson was opposed to imposing parks and trails on existing residents <br />that do not desire them. <br /> <br />Mark Banwart stated that the Park Commission's recommendation for the park location in <br />Sorteberg's 6th Addition was also based on the intent to satisfy the persistence of a number <br />of people in Windsor Woods and Countryside Estates to have additional park space in the <br />vicinity since the episode with Outlot B in Countryside Estates. <br /> <br />City Council/October 24, 1989 <br /> Page 8 of 16 <br /> <br /> <br />
