Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt <br />Resolution #89-10-290 accepting bids for Oakwood Hills Restoration and awarding a <br />contract to W.B. Miller for such improvements. <br /> <br />Motion carried. Voting Yes: Acting Mayor DeLuca, Councilmembers Cich, Pearson and <br />Peterson. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #11: Request Of F&R Enterprises For An Open Burning Permit: <br /> <br />Mr. Goodrich stated that on October 24, 1989, there was a meeting with City Staff, DNR, <br />PCA and F&R Enterprises to try and resolve issues relating to F&R's application for an <br />open burn permit. The meeting was not successful. The City of Ramsey wants a reduction <br />in the amount of material to be burned and is supported by PCA and DNR. This issue will <br />be on the City Council agenda for November 14, 1989. <br /> <br />Acting Mayor DeLuca noted that F&R's application indicates that the purpose for the bum <br />is to destroy trees damaged by a fire in April of 1989 and to prepare the land for <br />development. Councilmember DeLuca stated that he is not opposed to eliminating a hazard <br />and burning damaged trees, but he is opposed to allowing the property owner a special <br />privilege and approving the bulldozing and burning of healthy trees in order to <br />accommodate his development plans. Acting Mayor DeLuca requested that this point be <br />addressed in future discussions with F&R. <br /> <br />Case #12: Discussion Regarding Status of LELS Contract Negotiations: <br /> <br />Mr. Harfley reported that the LELS contract proposal last prepared by the City's negotiator <br />and reviewed with City Council was submitted to the LELS bargaining unit and to this <br />point in time has not been accepted. The LELS bargaining unit has requested that the <br />~ssues that are not agreed upon be submitted to the Bureau of Mediation for certification. <br />One issue that might be a~eed upon is the duration of the contract if it is still Council's <br />intention for a two year conu'act. <br /> <br />Council consensus was that contract negotiations are for a two year contract. <br /> <br />Mr. Hartley noted that at any point in time between now and an arbitration award being <br />extended by the arbitrator, an agreement can be reached between the City and the LELS <br />unit. <br /> <br />City Council directed Mr. Hartley to schedule a City Council closed executive session to <br />review the LELS contract proposal and points of contention. <br /> <br />Case #13: Schedule Date For Public Hearing On The 1990 Property Tax <br /> Levy: <br /> <br />Sandra Ashley reported that under the new tax bill, the State is reducing the distribution of <br />local government aid funds and allowing cities to increase the property tax levy. Ramsey <br />will realize a decrease in local government aid and the City needs to review the impact of <br />that on the budget. Sandra Ashley recommended conducting a public hearing on <br />November 14, 1989 as the property tax levy has to be certified to the County by November <br />15. <br /> <br />City Council/October 24, 1989 <br /> Page 13 of 16 <br /> <br /> <br />
