CC Regular Session <br />Meeting Date: 04/23/2013 <br />By: Shane Nelson, Engineering/Public <br />Works <br />Information <br />7. 2. <br />Title: <br />Adopt Resolution #13-04-074 Ordering Preparation of Feasibility Report for Improvement Project #13-10, Garnet <br />Street and 168th Avenue <br />Background: <br />NOW AND THEN ESTATES is a large lot subdivision located just north of 167th Ave NW and just east of <br />Nowthen Blvd NW. The two streets providing access to the lots (Garnet St. NW and 168th Ave NW) are in very <br />poor condition with numerous areas of failed pavement. The streets were constructed in 1988 and received a seal <br />coat in 2006. Extensive patching at City cost has occurred continuously for several years. Reconstruction of the <br />streets has been included in the CIP since 2010. At this time, no decision has been made on the exact scope of the <br />work or possible funding sources. <br />Staff is requesting Council consider ordering a feasibility report regarding reconstruction of Garnet St NW and <br />168th Ave NW. The feasibility report will review the different construction options, estimate construction costs of <br />each option, evaluate the possible installation of City sewer and water, and review funding methods. <br />Municipal sewer and water is located both north (within BROOKFIELD subdivision) and south of NOW AND <br />THEN ESTATES (within 167th St. NW). Installation of sewer and water through NOW AND THEN ESTATES <br />will be reviewed as an option within the feasibility report. Preliminary review of NOW AND THEN ESTATES <br />indicates that further development potential could be recognized if sewer and water were available. Water and <br />sewer installation does not necessitate that NOW AND THEN ESTATES redevelop but does allow current <br />residents future alternatives. Sewer and water installation also provides the municipal water system with a loop and <br />provides NOW AND THEN ESTATES with better fire protection and the ability for existing homes to connect to <br />the municipal systems. <br />Notification: <br />N/A <br />Observations/Alternatives: <br />Ordering the feasibility report is the first of many steps in completing an improvement project. The feasibility <br />report will discuss the project, state the assumptions, and evaluate construction alternatives (including the sewer and <br />water) . <br />The City Council could choose not to adopt Resolution #13-04-074 Ordering the Preparation of Feasibility Report <br />for Improvement Project #13-10, Garnet Street and 168th Avenue. However, ordering the feasibility report does <br />not bind the City to completing the project this year. Upon completion of the feasibility report, several additional <br />actions by the City Council will be required to advance this project through the public improvement process. <br />Recommendation: <br />We recommend that the City Council adopt Resolution #13-04-074 Ordering Preparation of Feasibility Report for <br />Improvement Project #13-10, Garnet Street and 168th Avenue. <br />Funding Source: <br />
