Wetland Delineation Report <br />Ramsey Station <br />November 25, 2002 — Revised March 14, 2003 <br />groundwater interaction. Results of the study indicated the wetlands at and adjacent to <br />the site were groundwater fed. From 1997 to present, aerial photo interpretation indicate <br />these wetlands on and adjacent to the RTC site were consistently loosing hydrology and <br />eventually, open water features and wetland areas previously observed prior to 1996 <br />could not be observed to the same extent in 2000 aerial photos or in the 2002 field <br />delineation study. The changes in the site hydrology are complex and resulted in a <br />dispute over whether conditions existed to identify Wetland E as a jurisdictional wetland. <br />In order to resolve this issue, a meeting with the Technical Evaluation Panel (l'EP) was <br />held to discuss alternative methodologies to determine if wetland hydrology existed. <br />The 1EP approved a methodology to delineate wetland conditions based upon the <br />historical aerial record. Although wetland conditions have appeared to significantly <br />change after 1996, the '1'EP's methodology included aerial photo interpretation including <br />the photos prior to 1996 during normal years of precipitation. Based upon this data it is <br />likely that the l'EP's delineation methodology of Wetland E identified in this report may <br />not be observed in the field since the hydrologic record has been modified post 1997. <br />Due to the changed hydrologic conditions observed after 1997, the wetland is identified <br />as a Type 1 seasonal flooded wetland. <br />WETLAND TYPE CLASSIFICATION (USFWS Circular 39 Classification <br />System): <br />Table 4 provides a listing of wetland types encountered in the field. Acreage estimates are based upon closed wetland <br />loops.
