4. That the Applicant is in the process of altering the configuration of two existing parcels via <br /> the minor subdivision process. <br /> <br />5. That Lot 1 under the proposed subdivision contains an existing residence and is proposed to <br /> be 2.5 acres. <br /> <br />6. That Lot 2 under the proposed subdivision is proposed to be 11.67 acres in size. <br /> <br />That Section 9.11.01 of the Ramsey City Code states that no lot shall contain any building <br />used as a dwelling unless it has the minimum lot width; Section 9.20.11 states that the <br />minimum lot width in the R-1 Rural Developing District is 200 feet; Section 9.02 defines lot <br />width as the width measured at the property line abutting the street and in no case shall street <br />frontages in the R-1 Rural Developing District be less than 200 feet. <br /> <br />8. That the Applicants are proposing that a single family dwelling will eventually be constructed <br /> on the proposed Lot 2. <br /> <br />9. That the proposed Lot 1 has 200 feet of public road frontage on 160th Lane N.W. <br /> <br />10. That the proposed Lot 2 has fragmented public street frontage with 105 feet of public street <br /> frontage along 161st Lane NW and 66 feet of public road frontage on 160th Lane N.W. <br /> <br />11. That the primary access for the proposed Lot 2 will be from the 160th Lane N.W. <br /> <br />12. That the existing right-of-way of 160th Lane N.W. dead-ends to the proposed Lot 2. <br /> <br />13. That the road surface for 160th Lane N.W. ends 360 feet from the eastern lot line of proposed <br /> Lot 2. <br /> <br />14. That a portion of the proposed Lot 2 is an existing lot of record that does not have access or <br /> frontage on an improved public road. <br /> <br />15. That the Applicant is requesting a variance of 134 feet from the required lot width to allow <br /> for the 66 feet of frontage along 160th Lane N.W. to serve as the primary access to the <br /> proposed Lot 2. <br /> <br />16. That the City has previously granted variances for lesser lot widths and frontages at the public <br /> street. <br /> <br />17. That the variance requested is the minimum variance which would alleviate the hardship. <br /> <br />18.
