CITY COUNCIL/PLANNING & ZONING COMMISSION/ <br />PARK & RECREATION COMMISSION/ECONOMIC DEVELOPMENT COMMISSION <br />SPECIAL WORKSHOP MEETING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council, Planning and Zoning Commission, Park and Recreation <br />Commission and Economic Development Commission conducted a workshop meeting on <br />Wednesday, March 15, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann/City Council <br />Councilmember Richard Cich/City Council <br />Councilmember Al Pearson/City Council <br />Councilmember Kenneth Peterson/City Council <br />Councilmember Steve DeLuca/City Council <br />Mr. Gerald Zimmerman/Planning & Zoning <br />Mr. Charles LaDue/Planning & Zoning <br />Mr. Don Greenberg/Economic Development <br />Mr. Jack Ippel/Economic Development <br />Mr. Ken Wagner/Economic Development <br /> <br />Also Present: <br /> <br />City Administrator David Ha.riley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the workshop meeting to order at 6:41 p.m. and led in the Pledge of <br />Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Consensus was to approve the agenda as submitted. <br /> <br />BUSINESS <br /> <br />Case #1: Discussion Of Transportation Issues: <br /> <br />Mr. Raatikka proceeded to review Ramsey's Municipal State Aid (MSA) system, noting <br />that it was initiated in 1975. In 1975, Ramsey received $50,000 in MSA funds and will be <br />receiving $487,618 in 1989. MSA allotments are based on population and needs; each year <br />Ramsey updates it's needs and forwards that to Mn/DOT. MSA roads must start and end <br />on State aid roads or highways. Currently, Ramsey is eli~ble for 25 miles of State Aid <br />streets. At this time, Mr. Raafikka presented an overhead of Ramsey's MSA system. Mr. <br />Raatikka noted that Ramsey is also pursuing connection to the Thurston Avenue crossing in <br />Anoka. <br /> <br />Mr. Raatikka proceeded to review Ramsey's thoroughfare plan which was compiled at the <br />time the Comprehensive Plan was drafted in the early 1980s.
