Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request For A Conditional Use Permit To Operate A Waste <br />Tire Processing/Manufacturing Facility On Industrially Zoned <br />Property; Case Of Waste Management Of Minnesota, Inc.: <br /> <br />Mr. Otto reported that Waste Management of Minnesota, Inc. (WMMI) has applied for a <br />conditional use permit to operate a waste tire processing/manufacturing facility. The <br />Planning and Zoning Commission recommended approval of the request. <br /> <br />Mr. Otto proceeded to review the proposed findings of fact with City Council. <br /> <br />Mr. Otto recommended, and City Council agreed, that the site size in Item #2 should be <br />reduced back down to 1.5 acres to be consistent with WMMI applications to Anoka County <br />and MPCA. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Findings of Fact #0243, as amended, relating to Waste Management of Minnesota, Inc.'s <br />request for a conditional use permit to operate a waste tire processing/manufacturing facility <br />on Industrial property. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />City Council proceeded to review the proposed conditional use permit/site plan. <br /> <br />Council consensus was that all references to site size in thc conditional use permit should <br />be amended to 1.5 acres. <br /> <br />Council consensus was that Item #2 of the conditional usc permit should not indicate a <br />specific date but rather be left blank to coincide with the date used by Anoka County. <br /> <br />Mr. Otto noted that tire processing operations would be consistent with that of the landfill - <br />7:00 a.m. to 8:00 p.m.; however, the actual tire shredding operation shall not extend <br />beyond 6:00 p.m. <br /> <br />Council consensus was to delete the second sentence in Item #10 and replace it with the <br />following: 'Waste tires shall be stored in an area as generally shown on Exhbit "A" (site <br />plan). The total storage area shall not exceed an ag~egate basal storage area of 10,000 <br />square feet with a maximum height of 11 feet.' <br /> <br />Mr. Edward Moersfelder, attorney for WMMI, requested that Item #8 specifically note that <br />hours of operation will be from 7:00 to 8:00 p.m. with no shredding after 6:00 p.m. <br /> <br />City Council/March 14, 1989 <br /> Page 5 of 13 <br /> <br />143 <br /> <br /> <br />
