a) <br /> <br />b) <br /> <br />c) <br />d) <br /> <br />e) <br /> <br />The services of Wenck Associates was used to respond to the EIS scoping <br />document. <br />Wenck Associates was asked to keep themselves available to Ramsey for <br />future reveiw services because it would be a conflict of interest if they were <br />to perform services for other cities with proposed sites in the landfill <br />inventory. <br />The expertise offered by Wenck's staff. <br />The timeliness of response to the EIS Wenck can provide because of their <br />familiarity with the case. <br />Most engineering fn'rns with expertise in the area of solid waste issues are <br />akeady on retainer with other counties and cities. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to direct Cit.',, <br />Staff to obtain at least one more price quote for review services relating to the <br />Environmental Impact Study for landfill sites. <br /> <br />Further Discussion: Mr. Otto advised against the loss of continuity that will result from <br />changing firms for the review process. Mr. Hartley noted that time is of the essence in <br />responding to the fa'st segment of the EIS; requested approval for Wenck to review the first <br />segment and obtaining prices quotes with which to address the review of future EIS <br />segments. Mr. Hartley also noted that the Metro Council will reimburse the City up to <br />$100,000 for funds used in reviewing the EIS document. <br /> <br />Motion failed. Voting Yes: Commissioners Cich and Peterson. Voting No: Mayor <br />Reimann, Councilmembers DeLuca and Pearson. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Pearson to appropriate <br />$3600.00 for Wenck Associates, Inc. to complete a review of certain documentation <br />relating to the Environmental Impact Statement for landf'zll sites in Anoka County. Further, <br />that City Staff will have at least two cost estimates available for any future review work <br />relating to the Enviromental Impact Study or any other studies. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, DeLuca and <br />Cich. Voting No: CouncilmemberPeterson. <br /> <br />Case gg: Review Municipal Center Remod~ing Plans: <br /> <br />Mr. Jim Hilts recommended that the City evaluate space needs at Ramsey Murficipal Center <br />based on current and future needs before making a decision to remodel or add-on to the <br />structure. <br /> <br />Council appointed Councilmember C/ch to meet with Mr. Hartley and Mr. Hilts to evaluate <br />the need to remodel or add-on to Ramsey Municipal Center based on population gowth <br />projections, public services to be provided in the future and the amount of personnel <br />required to provide those services. <br /> <br />In the interim, Mr. Hanley requested Council approval to do some minor remodeling on the <br />lower level of Ramsey Municipal Center to provide office space for the Building Official, <br />City Assessor and property fries. <br /> <br />Mayor Reimann requested that Council be provided with a sketch plan for minor <br /> <br />City Council/March 14, 1989 <br /> Page 11 of 13 <br /> <br /> <br />
