oppose paying for part of Hematite to be paved when the residents of Hematite did not <br />want to be included in the project. When Hematite is paved, the project cost will be less for <br />those residents because of the 300 feet that was paved and paid for by the residents of <br />156th Avenue. Mr. Lewis also noted that Lot #16 has the potential to be subdivided in the <br />future and should receive more than one unit of assessment. <br /> <br />Mr. Terry Hendriksen - 15631 Ramsey Blvd. N.W. - Stated that on January 17, area <br />residents met with the City Engineer and Councilmember Peterson to review drainage <br />concerns in the area. The results of the drainage study indicated a need for culvert <br />installation south of Lots 16 and 5 to alleviate drainage impediments; Council ordered the <br />drainage improvements. Mr. Hendriksen requested that the street project be contingent <br />upon those drainage improvements being completed. <br /> <br />Mr. Otto stated that he was not aware of drainage impediments near Lot 5. <br /> <br />Mr. Hendriksen - Stated that the City Engineer's drainage study describes the drainage <br />impediments and he believes that both Lot 16 and 5 are addressed in Resolution #88-28. <br /> <br />Mr. Goodrich conf'm'ned that the drainage improvement project has been ordered. <br /> <br />Mr. Hendriksen - Stated that it is possible that something could interefere with the drainage <br />project; the drainage associated with the street improvement project is predicated on the <br />completion of the drainage project; therefore, the street improvements should not proceed <br />without completion of the drainage project. <br /> <br />Mayor Reimann stated that if the project was ordered, it will be completed. <br /> <br />Mike Auspos - 15525 Hematite Street N.W. - Stated that there are 4 residents on Hematite <br />from 154th to 156th; he and one other are in favor of having Hematite paved; inquired if <br />50% of the property owners, which in this case would be 2, are a sufficient number to have <br />Hematite added to the 156th project. <br /> <br />Mr. Goodrich stated that projects can be merged but a public hearing is required for the <br />project addition. The City Charter allows for a 3 petition process; in this case, 50% could <br />petition for the project addition; 50% could petition against it; and 50% could petition for it <br />again; the 3rd petition prevails. <br /> <br />Amy Hagen - 7041 156th Avenue N.W. - Inquired if the cost per unit will decrease if <br />Hematite is included in the project. <br /> <br />Mr. Otto replied that the per unit cost should not increase if Hematite is added to the project <br />and all units should realize an economy with Hematite being added. <br /> <br />Mr. Hartley referred to Mr. Auspos' inquiry regarding the sufficient number of property <br />owners required to have Hematite added to the project and stated that if the project area has <br />4 property owners, 2 of which are in favor of the project, that 50% is sufficient to have <br />Hematite added to the project. <br /> <br />Mayor Reimann requested that City Staff report back to Council regarding the number of <br />units that should be assessed to Lot 16 and whether or not the drainage improvement <br />project in Resolution #88-28 addresses drainage impediments south of LOt 5. <br /> <br />City Council Public Hearing/March 28, 1989 <br /> Page 3 of 4 <br /> <br /> <br />
