CASE # 2 <br /> <br />STATUS OF MIL JAMES MARTIN'S REQUEST FOR CITY ACTION REGARDING <br />ANOKA COUNTY'S ~ DOMAIN OF lqLq PROPERTY <br /> By: Mal'k S. Ball~ Comm~_~nity Development Director <br /> <br />On February 28, 1989, Mr. Martin presented a letter to City Council addressing concerns he had <br />regarding the County's acquisition of his property. The proposed acquisition would be West of the <br />Mississippi County Park. For your information, the following item is offered: <br /> <br />Mr. Martin's letter to City Council dated February 28, 1989 <br /> <br />Observations: <br /> <br />The City has previously negotiated with Anoka County in providing a frontage road along the <br />North side of the proposed Mississippi West County Park. Anoka County is also acquiring <br />additional lands on either side of this proposed park area to better their standing as a regional <br />park and also to utilize revenue sharing funds which are available for land acquisition. In <br />addition, the Martin property together with property across the River in the City of Dayton have <br />been identified as an ideal location for a future Mississippi River Bridge Crossing. Staff has been <br />in continual communications with Mr. Martin and on March 20, 1989 met with the Anoka County <br />Park Department and Transportation Department and presented Mr. Martin's concerns. At that <br />time, the Parks Department stated their willingness to take into account Mr. Martin's concerns. <br />Currently, Mr. Martin is personally communicating with the Anoka County Parks Department <br />on his own behalf. He has been appraised of every action that the City has taken that could <br />potentially affect his property. Mr. Martin has stated that he is pleased with the City's involvement <br />in this regard. <br /> <br />In addition to Mr. Martin's concerns regarding condemnation of his land for park purposes; other <br />events have transpired regarding the proposed Mississippi River Bridge Crossing. <br /> <br />The Anoka County Parks Department will be providing for a 500' wide <br />transportation corridor within the County Park. Only a 200' right-of-way <br />within the corridor would be used. The 500' wide corridor would facilitate <br />some movement of the right-of-way in the design stage. This is the same <br />format which was used for the #610 Bridge from Coon Rapids/Brooklyn <br />Park. <br /> <br />On March 22, 1989, the City met with Mark Sievert, City Administrator of <br />Dayton to determine potential alignment of the road and also strategies for <br />the development of the bridge and supporting transportation links. Mr. <br />Sievert will be contacting the public works director for Hennepin County <br />and arranging an opportunity for both the Cities of Dayton and Ramsey to <br />discuss with Hennepin County the potential for the Mississippi River <br />Bridge Crossing. <br /> <br />Once the alignment has been determined, the Anoka County Department of <br />Transportation will configure the general road alignment from the <br />Mississippi River up to Highway #10 and over to Count)' Road #83. <br /> <br />Review Checklist: <br /> <br />City Administrator X <br />City Attorney <br />City Engineer X <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission <br />Economic Development Commission <br /> <br /> <br />
