Raatikkz noted that when storm sewer projects are necessary closer to Ix4r. Moss' <br />neighborhood, that prc'.iect cost will also be shared by the entire Mississippi Taxing <br />District. <br /> <br />Dale Winch - 708 Bardford Avenue - Champlin - Stated that he owns property in Ramsey <br />along Hwy. #I0 that experienced flo'~ding in past years because of drainage flow from the <br />north. Mr. Winch stated that he understands that the pipe at Sunfish and l-tw. #10 has to <br />be oversized to provide an outlet for the drainage from the north side of Hwy. #10 to the <br />river. Mr. Winch inquired as to how the project costs area assessed. <br /> <br />Mr. Raatikka stated that the project costs are levied to property taxes based on assessed <br />valuations. Therefore, the project cost is rolled into the property taxes and qualifies as a tax <br />deduction. <br /> <br />Mr. Hartley noted that the Mississippi Taxing District is used to pay for construction ,of <br />trunk storm sewers; developers are expected to develop and pay for storm sewer late/als. <br />Development of storm sewer trunks is expensive and the City feels the best way to handle <br />those costs is to spread them over a larger area so the system can afford to be started and it <br />is assumed that the oversizing of the outlet is of benefit to the entire area. <br /> <br />Winslow Holasek - 1159 Andover Blvd. - Stated that he owns prop:.:rty in Ramsey and <br />inquired if the exempt areas will be taxed for this particular project. <br /> <br />Mr. Raatikka replied that there are certain areas that are exempt from project costs until <br />1992. Those areas exempted have paid for their storm sewer improvements but it is felt by <br />1992 those systems will be in need of maintenance and repair and should then be included <br />in the Mississippi Taxing District to cover those needs. <br /> <br />Winslow Holasek - Noted that taxes will increase everytime there is a trunk project or a <br />maintenance/repair project in the Mississippi Taxing Dismict. <br /> <br />Don Anderson - 14-~.40 Bowers Drive - Inquired if his area is one of those that is exempt <br />until 1992. <br /> <br />Mr. Raari ~kka replied that Mr. Anderson's area is exempt. <br /> <br />Art Bulow - 6346 Hwy. #10 - Stated that when he developed Bulow's Addition, he paid <br />for a storm sewer system and he should be exempt from the Taxing Dismict until 1992. <br /> <br />IX~. Raatikka replied that he thought the storm sewer system/',ir.
