County has submitted a bridge proposal to the Corps of Enginee~ that would allow Ramsey access to the park area. The County is requesting that Ramsey forward a letter to the Corps supporting the bridge proposal; the Corps has indicated that they are receptive to the proposal. City Stuff is also recommending obtaining approval of the low bidder for the park project to extend the awaM date to Jul), 10, 1989. Motion bx Councilmember Pearson and seconded by Councilmember Cich authorizing the Mayor and City }hdministrator to forward a letter to the Corps of Engineers supporting Anoka Coumy's proposal for a Rum River Bridge and obtaining a written waiver from the low bidder on the River's Bend Park South improvement project to extend the bid award date to July 10, 1989. Motion carried. Voting Yes: Maye~ Reimann, Councilmem~rs DeLuca. Pearson, Cich and Peterson. Votinl No: None. Case #19: Comprehensive Plan Amendment/MUSA 2000 & 1990 Exchange: Mr. Otto summarized the status of the comprehensive plan amendment as Metro Council denying the I990 exchange v. nd Ramsey requesting action on the orginal submittal for the MUSA 2000 amendment being reinstated with a Jul), 1 deadline. Metro Council indicates that in order to meet the July 1 deadline, they need Ramey's responses to the following key points by June 1: 1) implementation of a 4/40 acre zoning in the rural district; 2) connection of existing development within the MUSA to regional sewer system. Discussion ensued regarding the impact to development rights by implementation of the 4/40 acre zone ining in the rural disu-ict. Motion by Councitmember Peterson and seconded by Councilmember Cich to table action on the Comprehensive Plan Amendment and directing City Staff to report back to City Council with a presentation of options for a Plan amendment. Motion carried, Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and Peterson. Voting No: None. Case #20: Mississippi Trail Corridor Update And Review Of Alternative Alignments: Mr. Banwart stated that Ramsey's proposed ordinance to establish alignment and width standards for the Mississippi Trail Corridor through Ramsey was submitted to Anoka County Department of Parks and Recreation and Meu'o Council for responses. Anoka Count), in,dicated specific concerns with the proposed corri6or route and Metro Council concurred. Ramsev's Planning and Zoning Commission has recommended revising the alignment and width standards in the proposed ordinance in accordance with Count3, recommendations. City Council suggested that the next Council agenda include a detailed discussion of the proposed alignment and width standards for the lXiississippi Trail Corridor. Following that, an infonnation~:! meeting should b: scheduled for the affected property owners and representatives from Anoka Count' Pa:ks Department, Metro Council and the Environmental Quality Board should be present at that meeting.
