CASE #3: <br />REVIEW RESOLUTION APPROVING POLICY GOVERNING <br />APPOINTMENTS TO BOARDS AND COMMISSIONS IN THE CITY OF RAMSEY <br /> By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />At various times, City Councilmembers have suggested that a discussion be held regarding the <br />appropriateness of individuals serving on more than one board or commission. Certainly this is <br />a matler that the City Council should address as a matter of preference. However, the following <br />outline suggests related issues: <br /> <br />1) <br /> <br />Does the City Council wish to involve the largest number of people in the local <br />government process? <br /> <br />2) <br /> <br />Does an individual have greater influence over the :)olicies of the City by serving <br />on more than one board or commission? <br /> <br />3) <br /> <br />Are there sufficient persons with an interest m serving on boards and <br />commissions? <br /> <br />4) <br /> <br />Does the membership on each board or commission adequately represent the <br />residents of the City of Ramsey? <br /> <br />To assist in this evaluation, the following is a list of individuals who serve on multiple boards <br />and commissions: <br /> <br />-David Bawden, Planning & Zoning Commission and Fire Board <br />-Donald Greenberg, Economic Development Commission and Airport Commission <br />-Jack Ippel, Economic Development Commission and Airport Commission <br />-Roy Shumway, Planning & Zoning Commission and Park & Recreation Commission <br /> <br />Note: The members of the Planning & Zoning Commission also serve as the Board of Adjustment. <br /> <br />Enclosed for your information: <br /> <br />Resolution Approving Policy Governing Appointments to Boards and Commissions in the <br />City of Ramsey <br /> <br />Observations: <br /> <br />On July 11, 1989, the Ramsey City Council discussed the issue of dual board/commission <br />membership. The City Council is requesting input on this issue from the Boards and <br />Commission. <br /> <br />At the July 18, 1989 Planning and Zoning Commission meeting, Commissioner Hendriksen <br />stated that it is unlikely commission members will attend other commission meetings; dual <br />membership improves communications. <br /> <br /> <br />
