DeLuca <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />Cie3, Administrator David Hanl%, <br />CommuniB' Development Director Mark Banwan <br />Merland Otto/Iqakanson Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the special City Council meeting to order at 7:05 p.m~ and led in the <br />Pi~ge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to approve <br />the agencfa as presented. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #i: Information-On-"4 tn 40" Density Zoning In. Ramsey: <br /> <br />Mr. Hartley stated that the regional policy regarding densities fo? areas where sanitary <br />sewer and municipal water is not going to be extended in the near furore should be one unit <br />per 10 acres. Within the last 3-4 3'ears, Metro Council reviewed it's 1 in 10 policy and <br />interpreted it to mean that development can be clustered; and to do so, they changed the <br />policy from 1 in 10 to 4 in 40. According to Metro Council, the reasons for the density <br />policy is to prevent the excessive investment of public funds in urban sen, ices -- sewer, <br />water, transportation systems, police protection, fire protection, parks, trailways, etc. <br />About 4 years ago, Ramsey interpreted that policy as meaning that if the City met the 1 in <br />10 density overall for new development, Ramsey would have then met the policy. Metro <br />Council states that Ramsey is not meeting their interpretation of the policy -- 4 homes per <br />40 acres. <br /> <br />City Council/August 28, 1989 <br /> Page 1 of 8 <br /> <br /> <br />
