Mr. Sauter estimated that each pit could hold 2-4 truckloads of u'ees at a time. Mr. Hanley inquired if the flames would reach above the 12 foot level. Mr. Sauter replied tha~ the flames can be kept at ground level if necessary. Mr. Hartley stated that the Cit',' Staff is concerned with sparks becoming airborne and how a situation like that would be d'ealt with. Mr. Sauter stated that in his experience as a firefighter, he has been to pine tree fires and as the burn contractor, he doesn't want sparks to become airborne. Mr. Hail: stated that the pits will limit as much as possible the potential for migration of sparks. Mr. Haik also noted that there is nearly a 700 foot distance of dirt around the burning pits; there ,,,,,ill be water available on the site; and the developer and contractor do not want to suffer the loss of live trees. Mr. Haik presented a signed and written description of the proposed burn project entitled "Application For Permit For Open Burning" and dated as being received June 27, 1989 (see Attachment A to these minutes). Mr. Haik stated that this proposal is intended to replace the letter of application for an open burning permit he wrote to Community Development Director Mark Banwan dated June 19, 1989. City Attorney Goodrich also noted that following correspondence: I) Letter from Bruce Bacon to Chris Realty dated December 30, 1988; 2) Letter from Mr. Mark Banwart to Mr. Paul Haik dated April 21, 1989; 3) Letter from Mr. Mark Banwan to Mr. Paul Haik dated April 24, 1989; 4) Sample MPCA application for permit for open burning; 5) Letter from Mr. Paul Haik to Mr. Mark Banwart dated June 19, 1989; 6) Memo from Bruce Hoeke to Mark Banwart dated June 26, 1989. Mr. Goodrich proceeded to read Bruce Hoeke's June 26, 1989 memo out loud. Mr. Banwan stated that in accordance with PCA regulations for the elimination of fires, City Staff believes there are reasonable, practical alternative methods of disposal for the trees, i.e., brushing, chipping. Mr. Banwan also noted that DN-R and PCA have visited the subject site, indicated they are not in favor of a burn and will not authorize one unless the City approves the open bt.nm application. A burn might be considered for approval only if the volume is substantially reduced. Mr. Goodrich confirmed that Bruce Hoeke is concerned with volume reduction; volume reduction could be achieved through chipping and/or burying the material.
