B:mwart stated that the Planning and Zonin,g Comn'fission reviewed the proposed plat of Aiicia <br />Addition and recommended that thc streets be fully developed to the property boundaries to <br />e:]m]nate future confusion recardint the City's policy to develon throu~,h streets be,v,,~n <br />subdivisions. City Staff does not concur with the Planning and Zoning Commission's <br />re. zommendation. :There are a number of other areas in the City tha~ have provided easements for <br />the future, extension of streets but were not resuired to fully develop those e,~s~m,m,s ar the time of <br />mare cl~,, ~,lo~m~m. the developer of the abutting development would be responsible for the cost of <br />completion of those streets to sen'e his development. <br /> <br />Council concurred that construction of streets to property boundaries eliminates confusion when <br />temporary cul-de-sacs are removed and streets are extended to abutting developments. <br /> <br />Dave Putnam - consulting engineer for Alicia Addition - Stated that the developer, Mr. Opsahl, <br />strongly feels that the easements for future extension of streets do not merit paving at this time. <br />Mr. Putnam suggested that a remedy might be to require Mr. Opsahl to provide a letter of credit <br />coveting his portion of the cost to extend the streets at some time in the future. <br /> <br />Mr. Opsahl stated that he opposes developing streets to serve abutting property that might not <br />develop fo." a veu~ long time, especially with the City proposing to go with 4 in 40 zoning. Mn-. <br />Opsahl also noted that providing easements for future extension of streets meets the provisions of <br />the City's ord/nance. Mr. Opsahl indicated that road easements would be shown on the plat and on <br />the certificates of su~'ey to eliminate confusion regarding the intention to extend streets at some <br />point in the future. <br /> <br />Motion by Councilmember Peterson and seconded bv Councilmember DeLuca to approve the <br />preliminary plat for Alicia Addition contingent upon e[ther the roads being full}, developed to the <br />property boundaries or the developer providing a letter of credit for the paving of road extensions <br />in the future. <br /> <br />City Council/July 25, 1989 <br /> Page ] 0 of 15 <br /> <br /> <br />
