PUBLIC HEARINGS <br /> <br />Mayor Reimann adjourned the special meeting at 7:08 p.m. in order to conduct the following <br />public hearings: <br /> <br />2. <br />3. <br />4, <br /> <br />156th Avenue N.W.; Improvement Project #89-2 <br />Hematile Street N.W.; Improvement Project #89~10 <br />Hematite Street N.W.; Improvement Project #89-16 <br />Front Slreet N.W.; Improvement Projects #87-18 and #88-9 <br /> <br />Mayor Reimann called the special Council meeting back to order at 7:46 p.m. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Adopt resolution adopting assessment for Improvement Project #89- <br /> 2 (156th Avenue N,W.): <br /> <br />Mr. Raatikka noted that the properly owner has 30 days to pay the assessment; it not it is rolled <br />over to the property taxes. It's acceptable to levy assessments prior to project completion, <br /> <br />Regarding Mr. Lewis' proposed two units of assessments, Mr. Hartley indicated that the only <br />relief for Mr. Lewis would be if the City assumed one of the assessments through the general <br />taxes. <br /> <br />Regarding combining the three area improvement projects into one and refiguring the per unit <br />assessment, Mr. Hartley stated that such action could initiate court proceedings that could <br />possibly result in the City having to assume all the project costs. <br /> <br />Mr, Raatikka referred to the concern that the 156th Avenue N.W. project included paving a <br />small porlion of Hematite Street N.W, and stated that it is the City's policy that a project area <br />will include all boundaries of those proposed to be included in the project, When there are <br />corner lots, a project can involve paving a portion of a street that is not a part of the <br />improvement project. <br /> <br />Councilmember DeLuca expressed concern for setting a precedence and assuming some part of <br />the cost to relieve Mr. Lewis of a second unit assessment, He also noted that Mr. Lewis did not <br />raise his concerns regarding two assessments and the padial paving of Hematite Street N,W, at <br />the initial public hearing. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt Resolution <br />#89-09-235 adopting assessment for Improvement Project #89-2 (156th Avenue N.W.) <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and <br />Peterson. Voting No: None. <br /> <br />City Council Meeting/September 5, 1989 <br /> Page 2 of 4 <br /> <br /> <br />
