(~O1V[MISSION BIJSINES~

Case #1: Discussion of .McKinley Street t~xtension and Business Incubator

The extension of McKinley Street remains an unresolved issue. Easements and right-of-ways
need to be obtained. It is the opinion of the Economic Development Commission that the easements
and right-of-ways should include an area for storm water ponding. The storm sewers are already
in place. The alignment of the McKinley Street Extension is an issued that needs to be discussed
with the City of Anoka. The Economic Development Commission feels that a business incubator
should be located near the extension of McKinley Street.

A motion was made by Commissioner Fults and duly seconded by Commissioner Ippel to direct
City Staff (City Attorney Bill Goodrich, City Engineer Peter Raatikka, and Community
Development Director Mark Banwart) to initiate the easement and right-of-way acquisition
across the Spone and Eggum properties.

Motion carried. Voting Yes: Chairman Wagner, Commissioners Fults, Ippel, Hardin, and
Wiley. Voting No: None. Absent: Commissioners Goreeki, Greenberg, Muller, and Vevea.

Further discussion ensued.

A motion was made by Commissioner Ippel and duly seconded by Commissioner Fults to ask City
Council to request that City Engineer Peter Raatikka study the feasibility of extending city sewer
and water and identifying road right-of-way West of Sunfish Lake Boulevard N.W. along the
McKinley Street extension into the industrial area.

Motion carried. Voting Yes: Chairman Wagner, Commissioners Ippel, Fults, Hardin, and
Wiley. Voting No: None. Absent: Commissioners Gorecki, Greenberg, Muller, and Vevea.

Case #2:

Star City Review,

Commissioner Ippel reported that the Business Retention and Expansion Program is underway.
The survey has been sent out and he is awaiting the responses. In March of 1990 the City of Ramsey
may be ready for evaluation of Star City status. There are still some items that need to be
completed. It was mentioned that the marketing team should be able to draw off the resources of a
pool of people in various businesses to speak with people considering moving their businesses to
Ramsey in order for them to speak with someone with common interests. Commissioner Ippel will
give an update on this case at the next regular meeting of the Economic Development Commission.

Case #3:

_I).i$cu$~i0n of reouesti.ng an Economic Development Staff Person,

Ramsey City Council was sent a letter (attached) from Chairman Wagner and Commissioner
Ippel regarding this request for an Economic Development Director. The Economic Development
Commission will be compiling a list of specific areas of concern to submit to the Ramsey City
Council. A sample copy of a job description was distributed at the meeting (attached).

Case #4:

Discussion of Flagshi~ Industri~.l P. 2rk,

This case was tabled due to lack of time.

Economic Development Commission / October 11, 1989
Page 2 of 3
