TO:

FROM:

DATE:

SUBJECT:

Case ~5

MEMORANDUM

KAB Committee, Economic Development Commission, Jim Gromberg, Project
Manager

Bruce F. Bacon, Environmental Specialist

December 4, 1989

Organic Fraction Recycling

1990 requires removal of yard waste from the Municipal Waste Stream in the Metro area. Them
are three components of such a plan.

1. Reduction: On-site, backyard and neighbors compost/mulch

2. Drop-Off:

The Anoka County Diseased Tree Site accepts yard waste from
homeowners from April through November. The County will
contract for the operation of the composting, and chipping reduction
of brush to add to the compost-

Does the City need to consider a central drop-off site? does the
WMI want to sponsor such a site. Will the material be accessible to
Ramsey Residents?

Separate Collection: Will the city sponsor separate collection in the area of
recycleables collection? Will this be City-wide? Will the separate
collection be transported to the County site?

What is the strate~ for addressing prunings and woody waste utilization? Stumps?
firewood use to reduce volume? Disease conu-ol? Maintenance? construction?
City RFP/County RFP?

ARB OR EVENTS:

Last years participation of KAB was crucial to the successfuI replanting and recycling of
Ramsey's Arbor events.

This year, there are two large initiatives supporting tree planting. The State of IVl_innesota's
"Celebrate Minnesota" has an emphasis on Arbor month. The American Forestry
Association is sponsoring a "Global ReLeaf" pro.am. Does KAB want to be a
cooperator/organizer? (See paper attached).

What about a "Green Business Expo" in conjunction with the tree sale this year? I think a
"Show or Sell" exposure of local businesses would be a big advantage:

-- Garden Club
-- Landscapers/Nurseries
-- Horticulture Businesses
-- County Extension
-- Soil/Water Conservation District
-- Tree Services
-'- ~,u-~'~ ~kl-
What do you think?

lO
