CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF blINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, November 14, 1989 at <br />the R~;msey Municipal Center, 15153 Nowthen Blvd. N.B,., Ramsey, Minnesota <br />regarding the proposed tax levy for 1990. <br /> <br />l','i~-:nbers Present: <br /> <br />Acting Mayor Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Richard Cich <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hanley <br />Finance Officer Sandra Ashley <br /> <br />Members Absent: Mayor Gary Reimann <br /> <br />CALL TO ORDER <br /> <br />Acting Mayor Stephen F. DeLuca called the public hearing t° Order at 7:05 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Hartley noted receiving a letter from Mike and Ma_D., Davis, 5334 142nd Circle N.W., <br />and requested that the letter be entered into the record of the public hearing. (See <br />Attachment A to these minutes). <br /> <br />Mr. Hartley stated that all cities, counties and school districts in the seven count), metro <br />area are required to publish in the Minneapolis Tribune or St. Paul Pioneer Press, a one- <br />quarter page ad and the contents of that ad is provided for by the Department of Revenue. <br />They indicate that cities, school districts and counties are supposed to publish the change in <br />percentage in property tax that will result from this year's individual levy for each of the <br />respective jurisdictions. In man5' cases, the school district reduction in tax levy is about the <br />same amount as the increases for cities and counties. The reason for that is that the newly <br />adopted tax bill by the Minnesota Legislature required there to be a shift in Local <br />Government Aid funds from cities and counties to the school districts. As a result, the), <br />also required that the notice be published. That publication is verb' misleading.
